Sport Innovest 2026: Varvodić and Glavina discuss funding

Croatian sports officials gathered at the Sport Innovest 2026 conference to map out a reformed funding model, establishing that regulatory oversight rather than punitive measures will guide the sector’s recovery, according to reports from hoo.hr.

State Funding Realities and Clear Criteria for Sports Development

Ministar turizma i sporta Tonči Glavina addressed delegates at the opening session by emphasizing that while the state underwrites the foundation of Croatian sports, finite resources demand structural adaptation. Glavina stated that the state defines all aspects of sports and the logic of sports dictates funding all disciplines, but officials must adapt to circumstances and establish clear financing criteria rather than funding every activity identically, as reported by hoo.hr.

Josip Varvodić, predsjednik Uprave Telemacha Adrian Ježina, and zamjenik gradonačelnika Grada Zagreba dr. sc. Luka Korlaet agreed that sustainable growth depends entirely on transparent distribution of public money, rigorous funding metrics, and seamless cooperation between state and municipal governments.

Regulatory Control Over Penalties for National Sports Federations

Varvodić drew a firm line between administrative oversight and disciplinary action during the recovery panel. We do not want to create a system that punishes, but rather a system of control, Varvodić said, adding that the objective of sports leadership is identifying irregularities and guiding federations toward proper regulatory compliance rather than issuing sanctions.

When administrative breaches escalate beyond administrative guidance—such as the recent situation involving the Hrvatski skijaški savez—Varvodić stated that intervention falls strictly under the jurisdiction of state authorities.

Former Athletes in Management Roles Across Sports Organizations

Addressing questions regarding the integration of former competitors into executive boards, Varvodić evaluated the limits of athletic pedigree in administrative settings. While the HOO acknowledges numerous positive examples of career transition, Varvodić noted that the value of an athlete’s experience alone remains insufficient for successfully managing complex sports organizations.

Open Floor Discussion with Athletes and Coaches

Following the formal panel, participants engaged in an Open Floor session titled „Što Hrvatska može primijeniti sutra?“. Athletes, coaches, and club representatives directly questioned policymakers on structural reforms. Athletic Olympian Filip Pravdica and nekoć vrsni bicklist Matija Kvasina emerged as particularly active contributors during the open debate.”
