Children and teenagers living in residential care across 11 Mexican states will gain structured access to conventional and adapted sports through a new federal initiative starting in November 2026. The program, named “Semillas de Grandeza” and driven by the National Commission for Physical Culture and Sport (CONADE), targets participants between the ages of 6 and 18 to foster physical, emotional, and social development while building a bridge toward the National Sports System.
November 2026 Launch Sets a 25-Week Timeline Across Eleven States
The first operational phase runs from November 2026 through March 2027, spanning a total of 25 weeks before a scheduled national evaluation. According to coverage from Ags Sports, the rollout covers the State of Mexico, Morelos, Quintana Roo, Tamaulipas, Tlaxcala, Hidalgo, Yucatán, Michoacán, Tabasco, Campeche, and Oaxaca. CONADE sports promoters will operate directly inside social assistance centers to introduce participants to baseline athletic disciplines, ensuring that children in residential care systems receive structured athletic instruction.
"We have a group of girls, boys, and adolescents with capabilities for sports practice and we want to provide them with tools so that they find in sport an opportunity for development, confidence, and self-improvement," García Malfavón stated.

The Michoacán Judo Model Informs Nationwide Expansion Plans
Program architects are building the nationwide framework upon a specialized judo model developed by the Sistema DIF Michoacán since 2023. State-level results from that regional effort yielded more than 80 national judo medalists, upwards of 16 champions, and two national team selections who competed at the 2024 Pan American Children’s Championship in Varadero, Cuba, as detailed in reports by Ags Sports.
CONADE officials highlight judo as a foundational training vehicle because its practice cultivates concentration, physical coordination, disciplined decision-making, and emotional regulation. With backing from the Mexican Judo Federation, organizers aim to replicate those regional achievements across state social development systems nationwide.

Future Expansion Targets Additional Priority Disciplines by 2027
Following the initial 25-week evaluation period concluding in March 2027, CONADE plans to broaden the scope of Semillas de Grandeza to encompass additional states and incorporate further priority sports. García Malfavón indicated that disciplines slated for future phases include diving, archery, boxing, taekwondo, and weightlifting, subject to the specific infrastructure and operational capacity of each host community.
Institutional coordination forms the backbone of the project’s strategy. State DIF systems, regional sports institutes, and national sports federations are combining resources to establish a support network that prioritizes the welfare and rights restitution of participating youth. The overarching goal extends beyond competitive medals toward securing long-term social inclusion, educational reinforcement, and personal stability for every child involved in the initiative.
