In the Netherlands this week there was a lot of talk about a penalty not given in the cup match lost by PSV against Feyenoord. PSV coach Peter Bosz put an end to the discussion today. In Belgium, the discussion about a moment in the much-discussed match between Anderlecht and KRC Genk continues.

The Disciplinary Council for Professional Football (DRP), the Belgian disciplinary committee, even ruled today that the competition match must be replayed after a protest from Genk. Genk’s protest was initially rejected, but the Limburg club was ruled in its favor on appeal.

What happened?

In the match in question on December 23, Anderlecht goalkeeper Kasper Schmeichel saved a penalty from Bryan Heynen, but Yira Sor scored from the rebound. It seemed like it was 0-1, but referee Nathan Verboomen disallowed the goal because Sor had entered too early. The referee gave a free kick to Anderlecht.

Genk ultimately lost the top match in Brussels 2-1. The referee committee (PRD) then ruled that an arbitration error had been made. The VAR appeared to have only paid attention to Sor, but had forgotten to look at Anderlecht players Yari Verschaeren and Mario Stroeykens coming in too early.

Look below at the ruling of the Disciplinary Council for Professional Football (DRP):

The PRD described the error as a human error of judgment and not as a violation of the rules of the game. However, Genk did not agree with this and went to the Disciplinary Council for Professional Football (DRP) to get the right and have the match replayed.

The Limburg club did not see the referee’s error as a human error of judgment, such as the penalty kick at Feyenoord-PSV, but as an error in applying the rules of the game. In the latter case, the match would have to be replayed. Today Genk was right after all.

“The match must be replayed because the score could still change between the moment the error was committed (in the 23rd minute) and the end of the match, to the extent that the points may have to be awarded differently,” it said judgment of the DRP.

A penalty also went wrong in the World Cup qualifying match between Uzbekistan and Bahrain in 2005. Uzbekistan took advantage of the penalty, but the goal was rightly disallowed because it was run in too early. However, the referee then made the mistake of giving the ball to Bahrain instead of allowing the penalty to be retaken.

The world football association FIFA had that match replayed entirely due to incorrect application of the rules. Eight years ago the same thing happened in the European Championship qualifying match between the English and Norwegian women under 19. Then UEFA allowed the match to be restarted from the penalty moment.

Anderlecht on appeal

In any case, Anderlecht does not accept the DRP’s decision. “We react with bewilderment to this decision,” said lawyer Walter Damen in Het Laatste Nieuws. “A human error thus becomes an error against the regulations.”

“We will certainly appeal,” the lawyer added. “Not only in the interests of Anderlecht, but in the interests of Belgian football. However, it is currently not clear to the federation authorities where we should do that.”

It has not yet been announced when the match will be played. Anderlecht occupies second place in the competition behind Union, with 43 points from 21 games, including the three points won against Genk. Genk is fifth with 35 points.
