Highlights of the IX Games of the Francophonie and SADC Deployment in the East: A Retrospective Report

During the very last meeting of the Council of Ministers of July held on Friday July 28, the Deputy Prime Minister, Minister of Interior, Security and Customary Affairs Peter Kazadi presented a retrospective report of the highlights of the week which has just ended.

From the beginning of his speech, the head of the territorial indicated that the state of mind of the population was marked by the enthusiasm to experience the atmosphere of the unfolding of the IX Games of the Francophonie in Kinshasa.

Organized by the International Organization of La Francophonie, the games in its ninth edition have brought together since July 28, the date of the official launch, more than 3,000 participants from around 40 French-speaking or Francophile countries. Friendship, excellence, openness to the world and youth are at the heart of these Games.

During this event of French-speaking countries which will take place until August 6 in Kinshasa, French-speaking youth participate in sports competitions such as Athletics, Basketball, Disabled Athletics, Judo, African and Free Wrestling, Tennis table, Road cycling.

With regard to cultural competitions, there are in particular:

Street Arts (Hip-hop, Giant Puppets, Ball Juggling): Visual Arts (Painting, Sculpture/Installation, Photography); Songs, Tales and Storytellers, Creative Dance, Literature (new), Digital Creation as well as Nzango as a demonstration discipline.

SADC deployment in the East

On the security front, the Minister of the Interior reported that the Congolese population is still awaiting the announced deployment of forces from the Southern African Development Community (SADC) in the east of the country.

The mandate of the regional force is the bone of contention between the Congolese authorities and other member countries of the East African Community. Historically, the two parties have never spoken the same language on the mission entrusted to this military force. To the disappointment of a lack of commitment of the EAC troops on the ground, Kinshasa even suspects a cohabitation with the terrorists of the M23 whom they are supposed to fight.

For these reasons, Kinshasa has announced its wish to use SADC troops to supplement the force of the EAC, which is struggling to make its mark in the eastern DRC, which has been scoured by hundreds of local and foreign armed groups.

Overlooking the political aspect, Peter Kazadi evoked the case of rehabilitation of the President of the Provincial Assembly of Kinshasa deposed by the majority of the provincial deputies and that of the forfeiture of the provincial governor of Kasaï Oriental after that of the President of the Provincial Assembly. . He also took stock of the preparations for the 10th session of the Conference of Governors to be held in Kalemie, in the province of Tanganyika.

On the subject of banditry and urban crime in certain towns, the Minister of the Interior affirmed that measures are taken on a daily basis to dismantle networks and discourage those who engage in these uncivil acts.

“The results are encouraging, like the relative calm that has been observed throughout the city of Kinshasa. The security and defense services will spare no effort for urban security,” he noted.

From security to politics, Peter Kazadi closed his intervention by declaring that following the instruction of President Tshisekedi relating to the control of International Non-Governmental Organizations, it was decided to write to the ministers concerned in order to appoint the experts to work on the file.

“The various services have already started the identification of these organizations,” he said.

Félix Tshisekedi said he was seized by several reports which inform of a “security drift” on the part of certain humanitarian institutions operating in his country by employing expatriate personnel with a military or paramilitary background. This is with the aim of certifying the compliance of all their activities with the laws and regulations in force in the country.

This control should focus on the consistency between the annual reports relating to the last five financial years of the said NGOs in the DRC, together with a summary highlighting the evolution and the differences in performance from one year to another as well as the exact locations of their activities of each of the periods under examination.
