Latina’s Beach Concessions Under Review: Municipality Seeks Confirmation of Three Concessions

Beaches and concessions in Latina: the Municipality entrusts a technician with the review of the Pua, asking to confirm three concessions

A decision by the Director of the “Urban Planning” service, Paolo Cestra, dated 19 February (but published on 26 February) entrusts the task of reviewing the PUA (beach use plan) to the architect Cristoforo Pacella, for an amount of 12,668 euros.

Specifically, the review must include the Explanatory Report, the Technical Implementation Standards and the project graphics and the Strategic Environmental Assessment, with the related graphics, in acceptance of the specific observation to confirm three of the four state concessions envisaged in the current PUA.

The revision originates from the fact that, after the approval of the PUA resolved by the Extraordinary Commissioner Carmine Valente in 2022, last March 9th the Municipal Administration communicated the start of the consultation for the Strategic Environmental Assessment procedure relating to the Utilization Plan of the Beaches.

Within forty-five days from the publication of the Public Notice, anyone who was interested could view the proposed plan and the related Environmental Report and the non-technical summary and present their observations in written form, also providing new or additional information and evaluations, directing them to the Competent Authority regarding SEA and to the proceeding Authority.

The Municipality received 18 observations and/or suggestions regarding the Municipal Beach Use Plan and the Environmental Report. Subsequently, on the basis of various meetings held with the relevant Councilors, the need emerged to evaluate the possibility of accepting the specific observation relating to the failure to confirm, with respect to the PUA in force (Adaptation Variant of 2007), of 4 bathing establishments and Furthermore, that relating to the increase in areas in which it is possible to issue state maritime concessions.

Last November 2023, architect Pacella sent the technical report to the Municipality which highlighted the possibility of partially accepting the observation presented through the confirmation of three of the four state concessions envisaged in the current PUA, all while guaranteeing, in any case , compliance with the provisions regarding 50% of the beach being free to use.

The assignment to the architect, therefore, will serve to confirm three of the four concessions in reference to as many beaches excluded from the PUA approved by the Commissioner, without counting the increase in the areas in which it will be possible to grant stretches of beach under management.
