Labor Inspection Macrooperation in the Camp Nou works

A group of agents from the Labor Inspection of the Generalitat have made a visit this Wednesday morning to the works of the Camp Nou. Three days after EL PERIÓDICO published an investigation into the working conditions of subcontracted employees, denouncing alleged irregularities in salary and working hours, the ‘labor police’ have carried out a new action, the largest to date. When asked by this medium, official sources from the Labor Department of the Generalitat of Catalonia neither confirm nor deny.

Until now Inspecció had appeared three times in the stadium and its surroundings and the usual operation was reduced to the reference inspector and a couple of technicians. This time the action has been led by that inspector and about fifteen sub-inspectors, according to various knowledgeable sources. The investigations within the works began around ten in the morning and lasted until after one in the afternoon.

The payrolls compiled by this means during five months of investigations confirmed alleged wage fraud between companies subcontracted by Limak, the company to which Barça has awarded the renovation of its stadium. These payrolls reflect remunerations below the agreement of the construction sector of the province of Barcelona and losses compared to this of between 100 and 600 euros.

However, the main complaint expressed by the dozens of employees interviewed is the extension of the working day, with work weeks that are around 55 hours normally. To certify these alleged non-compliances and the extent of them among the twenty subcontractors that currently operate at the Camp Nou, according to figures from the Barcelona Football Club, the Work Inspection is carrying out its actions.

So far Inspecció de Treball has made three visits to the Camp Nou works, which began last June. One in July, another in September and another in October. In matters of prevention y job security The agents have not detected serious deficiencies, beyond some minor requirement, as recognized by Barça itself. And, in labor matters, during the September actions the Inspection did detect alleged irregularities. On the one hand, an alleged identity fraud by a worker, who operated with someone else’s papers. And, on the other hand, it is reviewing payrolls to certify whether or not there are deficiencies in this aspect.

Until now the protocol was to carry out an inspection per month, but given the information published by this medium and the forecast that during the next few months the volume of workers on site will increase considerably – the estimate is to reach work peaks of up to 1,500 workers operating simultaneously -, the Generalitat has adopted the decision to reinforce its surveillance.

The Government has described the situation of the Camp Nou construction workers as “worrying”. The spokesperson for the Catalan executive, Patricia Plaja, which has said that the “vulnerable situation” of these workers is a “worrying issue” and has assured that the Generalitat works with “all the mechanisms” at its disposal to guarantee that this does not happen. In fact, he has made the following announcement: the Government will “intensify” controls on works to measures that “grow.”
