CASE NEGREIRA | A company owned by Enríquez Negreira charged regional arbitration committees

The company of the former arbitration leader Jose Maria Enriquez Negreira who received the millionaire payments of the Barça also billed three technical committees of referees Spaniards various amounts of money between 2016 and 2019, according to the accounting statements that appear in the process that a Barcelona court is instructing for alleged corruption in the sports field and to which EL PERIÓDICO DE CATALUNYA, from the Prensa Ibérica group, has had access.

The documentation corresponds to the company Dasnil-95, which issued invoices to the arbitration bodies of Catalonia, Vizcaya and Castilla-La Mancha. In his statement to the Tax Agency, the defendant assured that he did not receive any remuneration for being vice president of the Technical Committee of Referees Spanish, but did not mention those of the regional bodies.

The invoices issued by Enríquez Negreira’s company tol Technical Committee of Referees of Catalonia They are of small amount, 890 the largest amount, but those issued to the Biscayan body reached 20,000 euros on one occasion. In the accounting notes there is an invoice for 18,323.48 euros issued on June 30, 2016 and which, after 15 days, is canceled and replaced by another for 20,359 euros.

That same year, there is another on December 14, 2016 to the Technical Committee of Referees of Vizcaya for 6,481 euros. That is to say, from this entity, the arbitration leader’s company had to receive at least almost 27,000 euros for a year. After that there is no more.

In the case of the Technical Committee of Referees of Catalonia, the invoices for non-bulky amounts remained constant from 2016 to 2019, according to the documentation included in the legal case.

Another of the important incomes of that Enríquez Negreira company, apart from what is received from Barça and the Vizcaya Referees Technical Committee, are the amounts invoiced to the body of the referees of Castilla la Mancha from 2016 to 2019 and amounted to almost 10,000 euros. Why did the one who was vice president of the Technical Committee of Referees of Spain charge those amounts? Both the Tax Agency and the National Police report do not mention these charges and, therefore, do not offer an answer to that question.

Barça payments

In those same accounting documents, the payments that Barça made to this Enríquez Negreira company are reflected in a very detailed way. They were monthly invoices, but the amounts varied, between 40,000 and 102,000 euros. And on occasion, such as in June 2016, two were issued four days apart, both totaling more than 150,000 euros.

From 2016 to 2018, in the months of June or July, an invoice was sent to FC Barcelona for the same amount: 90,750 euros (twice the normal amount). The data that appear in the judicial process do not specify the reason for this quantitative leap. The police maintain in their report that these amounts went to the same bank accounts, while highlighting that the income does not match the annual amounts declared to the Tax Agency. The bank statements reveal that a few days after Barça transferred the money, it was withdrawn in bearer checks and, on occasion, with amounts of up to 150,000 euros.

The Tax Agency reveals that Barça paid the Dasnil company between 2017 and 2018 a total of 1.6 million euros. To this amount must be added the 1.2 million euros disbursed by the Barça club between 2014 and 2016 to another company, Nisdal, which is also linked to Enríquez Negreira.

All this in the stage of the presidency of Josep Maria Bartomeu. The payments made during the term of Sandro Rosell, which the prosecution included in the complaint at the last moment, remain to be specified. Hence, the judge has commissioned the Civil Guard to compile the invoices for that period, as well as to specify who made up the club’s economic team in those years. In principle, it is estimated that it could be another two million euros.

It should be remembered that these bulky payments began much earlier, in the 2001-2002 season with Joan Gaspart, they were interrupted for three seasons and Joan Laporta returned to pay the referee in the 2005-2006 academic year (152,186 euros) which became 2009- 2010, still with Laporta, at 573,398 euros.

Documents also appear in the case that prove that Negreira acquired 1,500 personalized red and yellow cards to distribute among his subordinates in the arbitration body with their corresponding “card holders.” But also coins to get around the field also with the identification of the receivers. In this last concept, he allocated 2,032 euros in 2016, while he was vice-presidency of the Technical Committee of Referees (CTA). For the acquisition of the cards he disbursed 4,460 euros during the same season.

This operation was repeated in different years. In these papers that were in the possession of the Treasury, important expenses in gifts for clients appear, although it has not been possible to specify the people who received these attentions.
