His Majesty Sultan Qaboos bin Said, may God rest his soul, paid great attention to teaching Sharia sciences, as religion and high morals were two cornerstones in building the modern civilization of Oman. His Majesty emphasized this in his lofty speech when he said: Urbanism is lofty and we praise Oman as a modern civilization with solid foundations on a solid foundation of religion, morals and useful science.” Accordingly, His Majesty – may God protect him – issued Royal Decree No. 24/86 establishing the Institute of Sharia Judiciary, Preaching and Guidance, affiliated to the Ministry of Justice, Endowments and Islamic Affairs at the time.
