Latvia was in the third of the four baskets.
In the eighth group, France was drawn from the first basket for the Latvian national team, Poland from the second and Italy from the fourth.
Estonia will meet Iceland, the Czech Republic and Israel in the third group, while Lithuania will meet Hungary, Switzerland and Georgia in the sixth group.
The first group includes Portugal, Northern Macedonia, Turkey and Luxembourg.
Norway, Serbia, Slovakia and Finland will fight in the second group.
Austria, Ukraine, Romania and the Faroe Islands will compete in the fourth group.
The fifth group will meet Croatia, the Netherlands, Greece and Belgium.
The seventh group will bring together the Balkan countries Slovenia, Montenegro, Bosnia and Herzegovina and Kosovo.
Qualifying games will be played in three national teams, one for each home and away.
In the qualifying games, the remaining 20 places in the final tournament will be distributed.
The 32 teams were divided into eight groups by lot. The two best teams in each subgroup, as well as the four best third place teams, will qualify for the final tournament.
The best third place winners will be determined after all qualifying games have been played, taking into account only the games against the two highest ranked teams.
Four teams have already qualified for the European Championship 2024 – the medalists of the European Championship 2022 – Sweden, Spain and Denmark, as well as the host country Germany.
At the end of January, in the pre-qualification games, Latvia beat Bulgaria by 36:23 and 36:32.
The matches were to take place on January 6 in Valmiera and on January 9 in Varna, but the opponents were hit by Covid-19, so the games were postponed to January 22 and 23 in Dobele.
The European Championship will take place from 10 to 28 January 2024 in six German cities.
