Cagliari Calcio announces that today the Economic-Financial Plan (PEF) of the Updated Final Project of the new Cagliari stadium was deposited with the competent offices, accompanied by the relevant descriptive report and supporting technical documents.
The PEF, a key document of the authorization and concession process, certifies the economic sustainability and financial coverage of the work. UniCredit’s certification independently certifies the coherence of the financial framework, the adequacy of costs and the reliability of the expected revenue lines, confirming their feasibility over time. The debt structure was defined in close coordination with SFIRS – Financial Society of the Sardinia Region – whose collaboration contributed to the development of the financial instruments dedicated to the project and to the overall protection of the economic-financial balance.
The new plant will be built in the former Sant’Elia area, adjacent to the current Unipol Domus. The initiative, promoted in project financing, involves the contribution of private capital, the use of bank debt and the contribution of the institutions: Municipality of Cagliari for demolition and reclamation activities and the Autonomous Region of Sardinia with a balancing public contribution of 50 million euros.
With the presentation of the PEF, the procedure takes a decisive step: the next step is to reach the City Council for the declaration of public interest. Following the resolution, the Municipality will be able to launch the international public tender for the assignment of the fifty-year concession for the construction and management of the work, with consequent initiation of the right to demolish the current Sant’Elia and build the new stadium. As the proposing entity, the company being formed, owned by Cagliari Calcio and its industrial partner Gruppo Costim, will retain the right, provided for by law, to match any competing offers within 15 days of the closure of the procedure.

Cagliari Calcio announces that today it filed with the competent authorities the Economic and Financial Plan (PEF) for the Updated Definitive Design of the new Cagliari stadium, together with the accompanying explanatory report and the supporting technical documentation.
The PEF – a cornerstone of the authorization and concession process – demonstrates the project’s economic sustainability and financing structure. Unicredit’s attestation independently certifies the consistency of the financial framework, the congruity of costs, and the reliability of the projected revenue streams, confirming the project’s long-term feasibility. The debt structure has been defined in close coordination with SFIRS – the Financial Institution of the Autonomous Region of Sardinia – whose collaboration contributed to fine-tuning the financial instruments dedicated to the project and to safeguarding the overall economic-financial balance.
The new venue will be built in the area of the former Sant’Elia, adjacent to the current Unipol Domus. Promoted as a project-financing initiative, the plan provides for private equity, bank debt and institutional contributions: the Municipality of Cagliari for demolition and remediation works, and the Autonomous Region of Sardinia through a €50 million public equilibrium grant.
With the submission of the PEF, the process takes a decisive step forward: the next stage is the City Council’s declaration of public interest. Following that resolution, the Municipality may launch the international public tender to award the 50-year concession for construction and operation, enabling the demolition of the existing Sant’Elia and the construction of the new stadium. As project proponent, the new company to be established by Cagliari Calcio together with industrial partner Gruppo Costim will retain the statutory right of first refusal to match any competing offer within 15 days of the procedure’s closure.
