Because everyone here is so busy discussing regulations with the regional league and 3rd league, I would also like to get involved:
(The question of whether this will be realized is then another)
Basic requirement: U23 teams get their own leagues (like in England) in order to reduce the distortion of competition.
1. Proposal: Increase the 3rd league to 22 teams and keep 5 regional leagues.

2nd suggestion: Split the 3rd league, i.e. two 3rd leagues with 20 teams each (you could perhaps design it so that the distances are not too far) or three 3rd leagues with 18 teams each.

3rd suggestion: Reorganize the regional leagues from 5 to 4:
Regionalliga Northeast remains as it is.
Dissolve the Bavarian Regional League:
New Regionalliga South =>
Hessian Football Association
Baden Football Association
South Baden Football Association
Württemberg Football Association
Bavarian Football Association
Regionalliga West is dissolved:
The North Regional League is assigned to the Westphalia Association
Regionalliga Südwest becomes the new Regionalliga West with:
Saarland Football Association
Rhineland Football Association
Middle Rhine Football Association
Lower Rhine Football Association

Personally, I think suggestion 3 is the most sensible and practical, as it comes closest to the solution that was in place from 1994 to 2000 and worked well with it back then.
Everyone has to decide for themselves whether they like that, but anything would be better than the existing DFB system.
