The 26-year-old left-hander struck out 12 batters, helping his team earn their seventh win in eight games.
Ragans (4-3) gave up a single to Riley Greene in the sixth, with two outs. He also allowed three walks.
Freddy Fermin hit a one-run double and a two-run single.
Nelson Velazquez hit a solo home run for the Royals.
Maikel Garcia, his team’s first hitter, lodged a ball to safety in a 10th consecutive game.
Starting Friday, the Royals will make trips to St. Petersburg and Minneapolis.
Tarik Skubal (6-1) allowed four runs and six hits in five innings.
He was 10-0 in his last 14 outings, including the 2023 season.
Colt Keith had seven of the Tigers’ 19 hits in the three-game series.
Beaten in their last four games, the Tigers will host the Toronto Blue Jays from Thursday to Sunday.
