The Strategic Game of Politics: Marco Chiesa’s Pursuit of ‘Home Run’ in Lugano Municipality

At first glance, watching a baseball game may seem rather boring, especially when sober (Homer Simpson docet). However, the game of “baseball” involves an interesting combination of skill and strategy. In the offensive phase, for example, depending on the type of serve you make, you can stop at first base, second base or third base. If, however, you manage to complete the lap and immediately return “home”, you score a home run, that somewhat classic image of the batter who hits the ball and sends it over the field fence.

The former national president of the UDC and councilor of states Marco Chiesa failed to hit a home run in the last municipal elections. Or he didn’t even try. Little changes. The fact is that his return to “Lugano, home” is confirmed as a journey in stages: Chiesa has reached the first base, the Town Hall. Now he aims to get to the third, that is, the deputy union. The democentrist senator assured ‘Liberatv’ that “there are some facts that emerged from the polls: Foletti came first, then there is someone who came second… the elections must have consequences”.

When asked by the Region, the reconfirmed mayor Foletti almost seems to have wanted to put a stop to certain enthusiasms: “The deputy mayor must be a member of the executive with time available”. Also because the municipal Plr Roberto Badaracco is also claiming the position, having become deputy mayor after the death of Marco Borradori and following the installation of Foletti as head of the executive. Badaracco’s appointment took place in 2021, not without some controversy, given that the role was claimed by the Northern League member Lorenzo Quadri. Then reasoning linked to the stability and compactness of the municipal structure prevailed, taking into account the particular circumstances that arose after Borradori’s unexpected death.

Today the theory would say that within the Lugano municipality the starting line-up should be that which sees the three exponents of the right in favor of Chiesa’s “candidacy” for the deputy union, three other members in support of Badaracco (the two liberal-radicals and the socialist Ghisletta), and Filippo Lombardi to act as the balance. This would be, in fact, the theory. In practice, things are not necessarily like this. In addition to the nuanced doubts expressed by Foletti, it would be necessary to understand what the actual state of health of the relations between the two municipal representatives of the PLR ​​is, and more specifically whether Karin Valenzano Rossi is really willing to support the position of her party colleague. In fact, rumors of an alleged “fratricidal war” among the liberals of Lugano – an internal split like a sort of Achilles’ heel of the section – have already been circulating in the city for some time.

In any case, in the lap of the ‘diamond’ – as the part enclosed in the semicircle of red clay is called in baseball -, before the third there would be the second base to occupy: the Finance Department. A Dicastery that Foletti will leave and that Marco Chiesa would willingly avoid, according to his most recent declarations. The UDC senator (who goes by saying that “politicians think about the next elections and statesmen about the next generations”) would prefer that of real estate, orphaned by the socialist Zanini Barzaghi. A much less treacherous Department in the race for the mayor’s seat to which he aspires, and which Foletti has already announced that he wants to vacate in four years.
