The “affair” had agitated the Landerneau of the Olympic and Paralympic Games (JOP) in recent days. It was settled on Tuesday March 26 in the morning during a board meeting of the Paris 2024 Games Organizing Committee (Cojop). The elected officials of the municipalities of Seine-Saint-Denis won their case: they will benefit from 5,000 additional free seats to attend the opening ceremony of the Olympic Games on the banks of the Seine on July 26. This brings to 28,000 the number of places for this river parade which they will be able to distribute to their citizens.
” The minister [des sports et des JOP, Amélie Oudéa-Castéra] guaranteed me that Plaine Commnue would have 5,000 additional places”, explained Mathieu Hanotin, the mayor (Socialist Party) of Saint-Denis and president of Plaine commune, which brings together nine towns in the north of the Seine-Saint-Denis department (Aubervilliers, Épinay-sur-Seine, L’Île-Saint -Denis, La Courneuve, Pierrefitte-sur-Seine, Saint-Denis, Saint-Ouen, Stains, Villetaneuse). This new distribution should be made official on Thursday by the interministerial delegate to the JOP, Michel Cadot.
“Reason and common sense”won, added Mr. Hanotin, who had pleaded for the municipalities of Seine-Saint-Denis hosting Olympic sites to benefit from a higher quota of places in order to benefit their inhabitants affected by the related works games. “It’s a fair return for the residents who were very concerned by the construction sites, also greeted Stéphane Troussel, the president (Socialist Party) of the Departmental Council of Seine-Saint-Denis. We are satisfied with these 28,000 places, it is the high end of what we asked for.”
According to the plan unveiled by Ms. Oudéa-Castéra, on March 19, 140,000 free places, out of the approximately 220,000 which should be put in place at the end of July on the high quays of the Seine, were to be distributed between Cojop, the State and the City of Paris. The communities involved in the Games (Île-de-France region, host cities, cities crossed by the road events) were to receive 75,000 places and the sports movement 9,000.
Each of the host municipalities of Seine-Saint-Denis (Saint-Denis, L’Ile-Saint-Denis, Saint-Ouen, La Courneuve and Plaine commune) was thus to benefit from 1,000 free places to distribute. The Ile-de-France Region, for its part, is credited with 20,000 places
Monday at the end of the day, the City of Paris announced that it intended to benefit from 35,000 tickets to be distributed as organizer of the Games, according to the plan initially established, but also and above all that it did not intend to give in on “25,000 additional places” under the “impacted audiences” (merchants, local residents, agents) by the disruptions linked to the Olympic Games.

In addition to these free places to attend the inaugural parade of the Games, the communities of Seine-Saint-Denis (department and municipalities) are also preparing to distribute free of charge to targeted audiences “at least 150,000 tickets” to attend events at the Olympic Games (40% of tickets) and the Paralympic Games (60% of tickets), according to Mr. Troussel.
The Departmental Council and the towns bought a good part of it themselves, the bill amounting to a little more than a million euros for the first and being estimated at 3 to 3.5 million euros for all communities combined. .
The tickets which will be distributed free of charge are also provided by the State, the Ile-de-France region or even the Métropole du Grand Paris, which have acquired them from Cojop and will donate them to different audiences chosen in the department. Without forgetting that Paris 2024 itself gives around 33,000 tickets free of charge to the different communities of Seine-Saint-Denis.
Asked about the relevance of these ticket purchases for a department and municipalities, which are among the poorest nationally, Mr. Troussel replied that it is a question of “give a popular character to these Games” and that he “There is no question that the inhabitants of Seine-Saint-Denis cannot participate in this celebration.”
