Internal emails from the Canarian Health Service debunk Torres’ version of the Koldo plot

Internal emails from the Canary Islands Health Service (SCS) confirm the version of the general director of Economic Resources, Ana María Pérez Afonso, who maintains in an official document that it was the Health Management Committee chaired by the then head of the Canarian Government and now Minister of Territorial Policy, Ángel Víctor Torres, which put on the table the proposals of companies for the purchase of medical supplies during the pandemic.

Internal communications via e-mail between members of the Executive Hiring Service, among whom is Ana María Pérez herself, now verify what is stated in the letter dated January 31, 2022 and addressed to the National Fraud Investigation Office (ONIF), in the framework of the investigation of the Koldo case as Soluciones de Gestión – linked to the corruption plot – was one of the companies proposed by the committee. From the email messages it is clear that the advisory body based a good part of the offers and dismantles Torres’ version focused on disassociating the committee from the election of candidates for the purchases of medical supplies during the pandemic.

The document that the SCS sent to the anti-fraud office clearly mentions that the proposal to hire Management Solutions as a supplier with which the Canarian Government established contracts for a value greater than 12.3 million euros, left the committee. According to the Efe agency, the minister’s entourage defends that the body chaired by the former president “neither selected nor awarded” the suppliers. Meanwhile, in the emails that circulated among members of the Canarian administration during the state of alarm, statements appear that confirm that, although not all, some of the companies were proposed by the committee chaired by Torres.

“This offer does not come from the emergency committee,” clarifies the director of Economic Resources in one of the letters sent, via e-mail, to colleagues from the Canary Islands Government on June 3, 2020. The message implies that on previous occasions the proposals had arisen from the advisory body in which, in addition to Torres, there were other senior officials of the Canary Islands Government such as Román Rodríguez, Sebastián Franquis, Julio Pérez or Bras Trujillo.

Orders

Ana María Pérez Afonso was not part of that committee, but she was under the direct orders of the different general directors that the SCS had during the months that the pandemic lasted. The two who held that position the longest were Antonio Olivera, Torres’ current chief of staff in the Ministry of Territorial Policy, and Conrado Domínguez, who resigned from his position on November 3, 2022 due to his relationship with the case masks.

In the aforementioned email, addressed to various positions in the Infrastructure Contracting Services of the regional government –Teresa Pérez Rodríguez, Carmen Estévez Monzón and Raúl Lorenzo Pérez–, the director of Economic Resources clarifies that one of the offers for the purchase of 300,000 FFP masks3, does not come from the committee. “It is a supplier that the counselor proposed to us to contact him, like many supplier proposals that we receive, and it went well, but it is not a proposal from the Committee,” explains Pérez Afonso to his colleagues from the Canary Islands Health Service.

The company the officials refer to in the emails is All Spanish Import-Export, with which the SCS finally agreed to up to three contracts for the purchase of medical supplies worth more than 3.1 million euros during the pandemic.

Bug and versions

The conversation, via email, continues with the brief response from Teresa Pérez clarifying to the director of Economic Resources that she had modified the data on the origin of the offer. “Ana, I am attaching it corrected, I await your approval. Greetings,” she says. The error of the SCS worker when establishing the origin of the offer reflects the high frequency with which these types of orders were issued from the emergency committee.

Although the version of Torres’ environment is very different. According to sources close to the minister, The proposals reached the Government of the Canary Islands and the Management Committee in various ways.but the award corresponded only to the “contracting bodies of the Ministry of Health and, more particularly, the Canarian Health Service.”

The reality is that official SCS documents indicate that the name of the company Soluciones de Gestión arose among the members of those meetings about which very little is known, since there are no minutes that reflect the content of the meetings.

A report from the Tax Agency, included in the summary of the Koldo case, It also mentions that the Canary Islands reported that at the proposal of the Health Emergency Management Committee, the contracts were awarded to the company Soluciones de Gestión.

The Health Emergency Management Committee was never established as a collegiate body. This is indicated by the head of the Administrative Affairs Service of the General Secretariat of the Presidency of the Government of the Canary Islands, Manuel Alcaide Díaz-Llano, in a document sent to the Court of Instruction number 7 of Las Palmas de Gran Canaria dated September 12, 2022. “It acted solely as a consultative and advisory body to the President,” the letter details.
