Cortina without a hospital for the Olympics? The private individual takes cash: “Another 20 million from the Region or we won’t finish the renovation”

cortina d’Ampezzo risks not having a hospital when, between February and March 2026, the Olympic Games not Winter Paralympics. The private company that has in its portfolio the restructuring of Codivilla-Putti announced that without a commitment of others 20 million euros, the financial plan is canceled and it will not be able to guarantee the completion of the intervention. A cold shower for a sporting event that at the foot of the Tofane is turning into a nightmare, starting with bobsleigh tracklo skeleton and it sledding, construction of which has just begun, in a race against time to allow pre-testing for March next year. Given the expected influx of athletes and the public, the functionality of a hospital will be necessary, for this reason between the headquarters of the Ulss 1 Dolomiti of Belluno and the Veneto regionwe are trying to make amends.

It was clear that something wasn’t working a year ago when, during a demonstration in the square promoted by the Cortina Civic Committee, the Codivilla-Putti had been included among the many critical issues: “The restoration work on the (privatized) hospital has been at a standstill for a year.” Then, in August, a joint statement from Ulss 1 and the Villa Maria Care&Research Group assured: “The worksite It’s proceeding at full speed.” It’s impossible not to remember what the governor had declared Luca Zaia way back in 2019: “The agreement was signed with GVM Cortina Srl which starts work to be delivered in 900 days. Not a minute will be lost. Part of the new hospital will already be available for the 2021 World Ski Championships.” The World Cup has long passed, the Olympics are now upon us, but storms are gathering on the hospital construction site.

Livio Tronconivice-president of the Emilian group, one of the most important Italian operators in the healthcare sector, declared to Corriere delle Alpi: “If conditions don’t change very soon, unfortunately we will have to stop here.” He explained that he is waiting for a response from the health company and the Veneto Region to the request to modify the financial plan, with an increase of 20 million euros for the expansion of the Codivilla-Putti. Not a little, considering that the whole agreement for the concession won by the Villa Maria Group, included a commitment of 57 million of Euro. The timetable more updated had predicted the completion of the works for the months of June-July 2025so as to allow full operation by the beginning of 2026, coinciding with the Olympics.

Giuseppe Dal Bencommissioner of the Belluno health company, very alarmed, replied: “We don’t accept any ultimatum, this is not how delicate and complex issues should be addressed.” Then he overshadowed serious economic consequences in terms of compensation if the construction site were to be abandoned. However, the private company threw the ball into the other team’s court by filing a complaint delays in payments by the public body, a series of contentious and the rise in raw materials prices. CEO Tronconi explained: “At the beginning of last February, I informed the Company that the scenario foreshadowed an impossibility to continue with the work.”

Dal Ben, very worried, however replied: “The Company and the Region are ready to review the economic and financial plan, in compliance with the rules. But, to do so, GVM must develop and present the technical documentation and economic level required by the legislation and the special tender specifications to allow its evaluation and approval by the competent bodies”. You will have to document the disequilibrium existing, making a rebalancing proposal. GVM replied that a request to this effect has been pending for a year, to which no response has been given. In reality a has been established Technical college for the verification of the economic-financial plan, but so far without success.

The Olympics contributed to complicating the situation. The agreement was signed when Cortina had not yet been awarded the Games, then faced with the needs posed by the sporting event, the Region and GVM started checks for an evaluation (also in economic terms) of the new commitment for the structure ( assuming it is completed on time). Governor Zaia says he is in favor of a negotiation: “A Padova is managing a hospital worth a billion euros, Commissioner Dal Ben will ensure that the one in Cortina is completed. An agreement must be found between the parties, we cannot give up acritical infrastructure for the territory”. Codivilla has always been a thorn in the side of the regional council. Previously she had been accused of wanting to cut thehealth care in the mountains, then resorted to the agreement with the private group and now finds itself having to deal with significant financial demands, just as a bobsleigh track is being built which costs 124 million eurosbut which will be paid by the State.
