On the eve of a new reform of the pension system, experts agree that the greatest challenge faced is to combat the inequality that exists in the labor market and the lack of gender perspective that has existed since the savings system was created. for retirement in the country.
“The labor market is totally unequal and discriminatory towards women, there we have to start, for example, giving women a greater benefit. The system is very complex, we would have to go to the root of both contributory and non-contributory financing,” said Carlos Noriega Curtis, former head of the Insurance, Pensions and Social Security Unit (USPSS), of the Ministry of Finance.
When participating in a forum on pensions, organized by the Center for Economic and Budgetary Research (CIEP), Noriega Curtis added that there is discrimination against women, because they earn less than men and that prevents them from contributing a lower amount for their retirement. , in other aspects.
Regarding pension financing, the former official added that a more “creative” scheme should also be sought that allows monitoring the needs of Mexicans, such as their life expectancy or how to incorporate informal workers into a savings system for retirement.
Data from the Ministry of Finance and Public Credit (SHCP) indicate that between January and November of last year, the federal government disbursed more than one billion 217 thousand pesos for the payment of pensions and retirements, 6.1 percent more than in the same period. of 2022.
During the CIEP event, Berenice Ramírez, researcher at the UNAM Economic Research Institute, highlighted that although spending on pensions represents a burden on the country’s public finances, inequality among workers persists.
“We have pensions that still cost a lot of public spending. The pension systems were born capitalized, the fact that a fund was not created was already a problem of the governments in power,” said the specialist.
