Romelu Lukaku is coming back to life at AS Roma. However, a change in the law could jeopardize the future of the Red Devil in Italy.

As Sky Sports Italia reports, the Italian government decided on Thursday not to enforce the ‘growth decree’, which allows foreign footballers to pay less tax on their salaries at Italian clubs.

Thanks to the growth decree, Italian clubs can offer their players high salaries, while the state bears the heavy costs. The decree costs the country around €674 million a year, but only 15,000 people benefit from it. It will no longer apply from 1 January 2024.

“We were very pleased with the news of the withdrawal of this decree, which harmed the entire national football movement,” said Umberto Calcagno, president of the Italian Football Federation. “From January 1, Italian and foreign footballers will finally be in the same position and I thank the government.” An argument that is also supported by Deputy Prime Minister Matteo Salvini.

The other side of this? This measure made Italian clubs more attractive. The decree allowed Romelu Lukaku to earn a salary at Inter that was more or less equal to his salary at Manchester United. The disappearance of this measure could – as Serie A clubs fear – lead to a reduction in the number of foreign players playing in Italy. That could now also affect Lukaku, who is on loan from Chelsea but currently feels at home in Rome…
