Recently, reporters saw at Qiaocheng Sports Park in Sanju Community, Ganshui Town, Qijiang District, that there was an endless stream of residents who came here to exercise and walk, play badminton and table tennis, and gather together to chat about daily life…everywhere was filled with joy and comfort.
“This place used to be an old iron factory, with poor air quality and bad environment. Now it has changed a lot.” As the son of an employee of an old iron factory, Tan Dewei said with emotion, “This park has really touched the hearts of us people!”
The relevant person in charge of Ganshui Town told reporters that the location of Qiaocheng Sports Park was originally Ganshui Iron Works, and was later planned and built into Qiaocheng Square. However, the square only has a bare flat dam and is not highly utilized.
In the second half of last year, the construction of Qiaocheng Sports Park was put on the agenda of the town party committee and government, and was also included in the key people’s livelihood projects of Chongqing’s top ten sports parks in 2023.
On-site consultation to build consensus and synergy
How to make the sports park comfortable and in line with the wishes of more residents? The on-site consultation meeting on “Chongqing matters are easy to discuss, one town, one matter is discussed and handled” created by the Qijiang District CPPCC innovatively to perform their duties, played a key role.
In late May, with the theme of building a sports park, an on-site consultation meeting on “Chongqing affairs are easy to discuss and one town, one matter is discussed and handled” was held outside the ancient city wall of the Riverside Garden in Sanju Community. The Qijiang District CPPCC organized more than 30 people, including heads of relevant district-level departments, some CPPCC members, town community cadres and resident representatives, to conduct open-minded consultations.
“Can we build the park without cutting down the two big yellow kudzu trees that have been with us for decades?” “Building the football field has to occupy that land, but we will never destroy the trees and will transplant them nearby. The ancient trees will still be there. Everyone’s around.”

“Discuss and resolve” to improve people’s happiness
In the overall construction process of the sports park, “consultation and office” run throughout. Representatives of community party members and the general public of residents participated in the supervision of the construction throughout the process and put forward reasonable opinions and suggestions in a timely manner; through the community’s “Tea Talk Yuan Dam Meeting” and other media, conflicts and disputes arising from the construction process were negotiated and mediated; the opinions and suggestions of the masses were extensively solicited, combined with water rush The current situation of the town and surrounding environment, reasonable planning of park functional zoning; combined with the masses’ suggestions to improve the park environment, more than 10 tons of surrounding construction waste were cleaned up, and more than 30,000 flowers and green plants were planted…
According to the relevant person in charge of Ganshui Town, the park covers a total area of about 20,000 square meters and has a total investment of nearly 6 million yuan. As of October, the planned construction projects in the park have been fully completed. The construction project includes fitness trails, lighted basketball courts, futsal fields, activity plazas, roller skating rinks, parking lots, etc. In addition, greening, lighting and beautification projects have been implemented to further enhance the happiness of the people in the area.
Pre-meeting research benefited 120,000 people
It is understood that since 2022, the Qijiang District CPPCC has pragmatically implemented the CPPCC’s “Chongqing matters are easy to discuss” consultation platform construction requirements, built a “Chongqing matter is easy to discuss, one town, one matter is discussed and handled” performance platform, and explored and proposed “seven preventions” of negative List, effectively promote the empowerment of committee members, upgrading of platforms, transformation of results, and promote the effective connection between CPPCC consultations and grass-roots consultations.
At present, the duty performance platform has been fully rolled out in 31 towns and streets in the region. CPPCC work offices have been set up in 31 towns and streets, and 365 CPPCC members have been arranged to perform their duties in towns and streets. Members of the CPPCC actively participate in the preliminary research of issues, proposal writing, consultation speeches, and supervision of implementation to ensure the quality of members’ “voices” and promote the implementation of consultation issues throughout the process.
Up to now, the Qijiang District CPPCC has carried out 151 pre-meeting surveys and consultations, and 65 on-site consultation activities, with more than 4,200 participants, helping to solve more than 60 people’s livelihood issues, benefiting more than 120,000 people, and involving 120 million yuan in funds. The public participated in pre-meeting surveys and on-site consultations on 62 issues negotiated by the duty performance platform, and the public speaking rate reached 100%.
