Recovery and Redevelopment Project of Former Ugo Pisa Colony Expands to Master Plan with Doubled Budget

The recovery and redevelopment project of the former Ugo Pisa colony, financed through the Pinqua tender with approximately 16 million euros, now becomes a master plan to be implemented in batches. What does it mean? First of all, what was supposed to be a single recovery intervention is divided into functional lots and sections, including buildings, park, walkway, sports facilities, car parks and other structural interventions. Furthermore, in fact, it is acknowledged and written down that the resources are not enough. Because the entire master plan drawn up by external designers on behalf of the Municipality of Massa now requires over 30 million euros. These are the new figures of a redevelopment which at this point extends its completion forecasts. With the first 16 million, plus the 2 million co-financing from the Municipality and Province tied to the construction of the buildings for the student residence, i.e. the future boarding school of the Minuto di Massa hotel institute, all the other sums must be found through other European funds or ministerial.

The changes were announced by the mayor Francesco Persiani himself and by the municipal administration after the approval of the revised project in the services conference by the municipal council: the demolition of the property on the sea side, owned by the State, was canceled, as they were already interventions on some of the sports and support equipment, such as changing rooms and stands for the baseball area, the mountain side car park and more, have also been postponed to subsequent funding. Furthermore, one of the 6 blocks to be built in place of the buildings to be demolished on the mountain side had also been eliminated, functionally merging the student residence and thus recovering space.

The targets of the plan remain unchanged between associations, sea museum, student housing, socialization centers for the elderly and young people, warehouses, Dopo di noi and the housing emergency in Villa Ala and more. A change to the plan which, as councilor Maura Ferrari had explained, will have to be examined by the landscape commission, with a discussion also with the Superintendence, to open the construction sites perhaps at the beginning of 2024. A new plan, however, which puts a very different economic picture also came to light, almost doubled.

In the economic context, in addition to 1.1 million euros for demolition, over 5 million are needed for the construction of three buildings, another 3.2 million for changing rooms and sports area, approximately 2.9 million for the technical room, 4 million to build residential buildings after us, 5 million are hypothesized for the building on the sea side on state-owned land and finally 2.3 million for the walkway, parking lots and baseball field. As regards the state building in detail, the intervention now involves static and seismic consolidation, redevelopment and recovery partly as a student residence and partly for the modernization and redistribution of the Maritime Museum.
