Critiques of Marino’s Video Surveillance Funding Request and Administration’s Failures

“After not participating in the tender to finance business networks and after sleeping throughout 2022, thanks to the extension to 30 January 2023 granted by the Ministry of the Interior, our far-sighted administrators have decided to participate in the request for admission to funding on video surveillance. On 26 January 2023, a council resolution was finally approved for the “Creation of a video surveillance system in the municipal area” for a total of €247,000.00 (the maximum that could be financed was €250,000.00).

Unfortunately, however, the request for funding has not been approved and some considerations must be made” he writes The M5S Council Group and the Participatory Activism Federation in a note.

“Inability to interpret a notice: Article 6 of the decree of 21 October 2022 clearly specified the criteria for evaluating the requests, giving a higher score to the union/association of municipalities and to the co-financing share of the project by the requesting institution. This has not been done because our expert administrators have been very careful not to implement these simple indications!

Inability to formulate a credible project: from the aforementioned resolution we read that the design of the system is € 106,000.00 compared to a cost of the system of € 141,000.00. But a careful reading of the resolution reads that “the necessary cables and the relative wiring for all the cameras and transmission equipment and equipment power are included in the design”, i.e. the materials necessary for the installation of the equipment were included in the design costs !

And again, in the technical report attached to the resolution, 5 cameras are envisaged for reading the license plates, all to be positioned in central Marino. Do they serve for safety or to raise fines? And shouldn’t the other much more populous areas of our territory be controlled in the same way?

The project, even if not executive, does not specify the type of connection of the sites not served by the municipal optical fiber – which, it is useful to remember, was created by the Colizza Administration – and does not specify the type of cameras and the minimum performance required for proper video surveillance!

Inability to realize what has already been acquired: we still remember that the optical fiber and active devices that were used to complete the optical fiber network for connecting the last sites (especially schools) not yet connected to municipal services, they have been lying in municipal deposits since October 2021, i.e. for almost 2 years! The completion of the network is preparatory to the completion of the “Safe Territory” project already financed by the previous Colizza Administration, completing the activation of the 63 cameras envisaged.

Once again we urge the Administration to complete the works already financed to provide services and security to citizens without wasting energy and time denigrating the past Administration!” concludes the note.
