SPF denies that Segalmex fraud is 15 thousand million pesos: “the amount has no foundation” – El Sol de México

The head of the Ministry of Public Function (SFP), Roberto Salcedo Aquino, assured this Thursday at the presidential conference that the 15 billion pesos that has been estimated was the amount of what was defrauded in Mexican Food Security (Segalmex) “did not It is accurate and has no foundation.”

He indicated that the amount of 9 thousand 500 million pesos of Segalmex from observations of the analysis of the Public Account 2019 and 2020 carried out by the Superior Audit of the Federation (ASF) is still being clarified and that they are in the process of analysis in the competent instances. .

He stressed that of that amount, 6 billion pesos were designated by the Ministry of Public Administration and 3,500 by the ASF.

He stressed that the patrimonial amounts defrauded cannot be estimated yet because they are under analysis. Even that Segalmex and Liconsa are collecting evidence to answer the observations.

Finally, he said that it is still being determined whether there were serious misconduct in this case and that what is found will be turned over to the Federal Court of Administrative Justice. Also that the findings for probable illegal acts that in his case will become criminal complaints will be presented to the Attorney General of the Republic.

It concluded that so far there are 37 SFP files and insisted that the amounts observed cannot yet be considered as patrimonial damages until the resolution is issued by the competent authority.

AMLO accepts that the Segalmex case is the most scandalous of his six-year term

When President Andrés Manuel López Obrador informed about the fraud in Segalmex, he accepted that it is the “most scandalous” corruption case so far in his administration.

“It is a very unfortunate fact, it is the most scandalous case of corruption and I consider that the only one that we have faced during our government,” he said this Thursday in his morning conference.

He also stressed that this case particularly affected his government: “this fraud hurt us a lot. When they informed me, I gave the instruction that the complaint be filed with the Prosecutor’s Office, from the beginning. And it hurt me because it is a system that we created to establish the guarantee prices”.

When presenting an explanation of this fraud, the president declared that he does not want any stain to remain in his Administration, however he reiterated his support for Ignacio Ovalle, who was the owner of Segalmex when the crime occurred.

“He trusted and called corrupt people and they deceived him and began to make purchases with corrupt businessmen” , who, he assured, began to use Segalmex’s public money in brokerage firms to obtain interest.

The president also said that there are already detainees, while he will seek to clarify the amount that was stolen, since his adversaries are exaggerating the numbers.

This report is given after the ASF presented its results of the Public Account 2021 in February of this year, where irregularities were detected for 106 million 884 thousand pesos for the sale of corn and 777 million pesos more for the financial management of expenditures for the acquisition of goods and provision of services. To which, Salcedo Aquino said that the observations of that period “cannot be added to the 9 thousand 500 million pesos since they are part of a process that has not yet concluded.”

For his part, Félix Medina Padilla, head of the Federal Prosecutor’s Office, said that since January 2022 an inter-ministerial group was formed for the Segalmex case and that there are 69 complaints filed with the FGR, 55 filed by Segalmex, Diconsa and Liconsa . He indicated that there are original documents that were removed to avoid the investigation.

“We seek to persecute and punish those responsible for a list of various crimes, including organized crime,” said Medina Padilla. She added that there have been 87 people reported, 41 are public servants and 46 private. The amounts denounced amount to 4 thousand 900 million pesos.

He explained that they are accused of the alleged crimes of illicit use of powers, diversion of public resources, among others, and they are denounced for purchasing junk bonds.

He assured that the money was recovered as well as part of the interest. He concluded that without the coordinated effort of the agencies involved and the government, it would not have been possible to recover the resources, since those who committed the fraud tried to hide information, but were unsuccessful.
