The Anti-Corruption and Civil Rights Commission recommended that the local governments “fairly improve the distribution of courts and usage time so that excessive infringement on the right to use public sports facilities by ordinary citizens does not occur.”
It is unclear whether the recommendations will lead to actual improvement. In 2019, the Anti-Corruption and Civil Rights Commission recommended 261 institutions to improve the system with similar contents, but as a result of the inspection, only about 60% of institutions were found to have implemented them.
Kim Tae-gyu, vice chairman of the ACRC, said, “It is necessary to quickly improve the behavior in which sports facilities, which should be given fair use opportunities to all citizens, are perceived as the exclusive property of some clubs.”
