The assembly 137 organized by the International Board (IFAB) and the FIFA in London focused on the changes to the rules of the game that will come into force from July 2023. In relation to the offside rule, a clarification was added on the criteria that distinguish “voluntary play” from “deviations” in circular 26. That is, when a player is offside, when he receives the ball from an adversary, the judge must establish whether it is a mere deviation, which would not enable it, or it is a voluntary pass that becomes an error and ends up putting an opponent in a favorable position.

Finally, it should be noted that there will be no disciplinary and technical reviews on the behavior of the goalkeepers, since the referee has all the necessary elements for its application.
