IFAB, the new rules 2023/24: the news from penalties to celebrations

On New rules coming for world football, starting from the 2023/24 season. The IFAB, the international body that decides the rules of the game of football, has in fact formalized the new rules for next season, with various changes relating, among other issues, to the behavior of goalkeepers in penalty kicks and the issue celebrations for wasting time.

In particular, the changes concern:

  • Law 3 – The Players: Clarification regarding extra people on the pitch when a goal is scored. The goal is canceled only if the person on the field interferes with the action;
  • Law 6 – The other match officials: the on-field substitute linesman can assist the referee in infringements when he has a clearer view than the referee;
  • Rule 7 – The duration of the match: “goal celebrations” become a separate point in the list of causes of loss of time for which the referee considers stoppage time;
  • Rule 10 – Determination of the result of the match: modification of the term “penalties” (penalty kicks), replaced with “penalty shoot-out”; warnings and warnings to players and managers given during the match are not carried forward during penalties;
  • Rule 11 – Offside: clarification of the distinction between “intentional play” and “deflection”;
  • Rule 12 – Fouls and misconduct: clarification on the subject of “trying to play the ball” or “challenging for the ball” especially in penalty kicks, terms now equated. Basically, the expulsion for DOGSO will be imposed only if in committing a foul there is no possibility of playing the ball; moreover, the coach of the team cannot be cautioned in the event of an infraction committed by an unidentified player;
  • Law 14 – Penalty kick: The goalkeeper must remain on the goal line, facing the kicker, between the posts, without touching the posts, crossbar or goal, until the ball has been kicked. The goalkeeper must not behave in a way that unduly distracts the player, e.g. delaying the execution of the kick or touching the posts, the crossbar or the goal. The goalkeeper must not behave in a way that disrespects the game and the opponent, i.e. by unfairly distracting the player.
