Delhi HC issues notice on Laureate Arjuna Akram Shah’s Advocacy Research Promotion

The Delhi High Court has issued notice to the Center and the CRPF following a plea by Arjuna judoka Akram Shah seeking out-of-round promotion to the rank of deputy commander.

In his plea, Shah, who participated in and won a bronze medal as head coach at the 2014 Asian Games, said he was fully eligible for promotion to the rank of deputy commander under paragraph (iv ) of the office memorandum of 2012 which offers off-tour promotion for sportsmen. At the time of winning the bronze medal, the petitioner held the rank of deputy commander, according to the plea.

“However, much to the shock and surprise of the petitioner, from the moment he won the bronze medal making him fully eligible for promotion to Deputy Commander wef 24/10/2014 under the 2012 policy , the petitioner has been making representations one after another to get an out of turn promotion which remains unknown even to this day,” the plea reads.

Hearing the submissions, in the recent order, a divisional bench consisting of Justices Suresh Kumar Kait and Saurabh Banerjee sent notices to the Center, CRPF and others asking for responses within six weeks. The order further directed that the matter be renotified on January 11 before the Registrar for the completion of the pleadings.

Attorneys Renjith B. Marar, Zulfiker Ali PS, Augustine Peter and Lakshmi Sree P. appeared on behalf of Akram Shah.

The plea also stated that the petitioner had not been the victim of the injustice of the respondents for the first time, asserting in accordance with the policy of 1998, to have won a silver medal on August 4 in judo during the 17th Games of the Commonwealth held in Manchester (UK), he was granted an out-of-turn promotion to Deputy Commander, which was not granted to him well in time despite the petitioner having been recommended for it.

Also in this case, the petitioner sent numerous representations to the competent authority to get updates on his out-of-turn promotion case and the latter continued to dither on the petitioner’s real problem, causing massive pain the petitioner due to delays on the part of respondents in processing the same, he said.
