In official FIBA tournaments, based on the official rules, the place in the middle of the secretariat table is occupied by the games commissioner. Its main task is to supervise the work of the rest of the secretariat as well as the match referees. If the referees ask the commissioner for help on controversial issues, the commissioner can share his vision, but the final decision still rests with the referees.
The responsibility of the commissioner is to ensure the conduct of the game in accordance with the official FIBA rules and the norms stipulated in them, as well as the principles of sports ethics – mutual cooperation and understanding between referees, game/tournament organizers and teams should be ensured during the game. As head of the secretariat team, the commissioner must oversee the accurate reproduction of the match score and statistics by the other members of the secretariat team. It should also be ensured that the team representatives receive printed copies with the statistical indicators of the game at that time upon request, as well as submit a FIBA report on the game after the game. Also, protests or complaints filed by a team until FIBA goes directly through the commissioner.
The commissioner, as a representative of the organization appointed by FIBA, is authorized to make relevant decisions in situations of disputes between the participating parties, as well as to ensure the institution of security and order [policija, apsardze] presence to prevent unsportsmanlike conduct or disorder during the match, ensuring the safety of the match participants.

Time taker the main responsibility, as the title of the post suggests, is to manage the game time, observing the necessary breaks during the game and the countdown of the minute breaks. It is also responsible for informing about player substitutions and minute breaks requested by the coaches. The timekeeper reports on each basketball player’s personal note by raising a pointer that indicates the number of notes, and reports to the referee if someone has accumulated five fouls. Also, the timekeeper records the accumulated norm of team notes.
