Years after ruling on nitrogen, thousands of farmers are still in uncertainty

What are PAS detectors?

Until three years ago, entrepreneurs with little nitrogen precipitation on protected Natura 2000 areas did not need a permit to expand, for example. According to the Dutch nitrogen policy, the Nitrogen Approach Program (PAS), a notification was sufficient for them. That changed when the Council of State canceled the PAS on 29 May 2019. The highest administrative court found that all companies must have a permit for nitrogen precipitation in vulnerable nature areas. The decision of the Council of State made the 3,637 companies that made such a PAS report illegal in one fell swoop.
