Nowon-gu (Chairman Oh Seung-rok) announced that it will start full-scale measures against heat waves in four areas, including the operation of an outdoor healing refrigerator that caused a nationwide sensation last year.

While it is predicted that the heat wave will continue for an exceptionally long and strong this summer, the district will prepare the ‘4 major heatwave comprehensive measures’ to prevent various disasters and safety accidents caused by the summer heat and actively protect the residents.

The 2022 Nowon-type heatwave measures will be implemented in a total of four areas: ▲Operation of general/night sweltering shelters ▲Operation of healing refrigerators at outdoor sweltering shelters ▲Measures to protect the vulnerable from heatwaves ▲Measures for the convenience of residents in the ward.

□Operating an outdoor sweltering shelter healing refrigerator

The most eye-catching is the operation of the healing refrigerator. Healing Refrigerator, which was first introduced by Nowon-gu and benchmarked as a local government nationwide last year, is scheduled to be operated between July and August, when the heat wave is the most prevalent.

Last year, it was operated for 42 days at 19 places including riversides, trails, and temporary screening stations, and a total of more than 2.63 million bottles of water were supplied. This is an average of more than 62,000 bottles per day. The Healing Refrigerator is effective in preventing emergency situations due to sudden dehydration and heat stroke during outdoor activities in summer, so it is meaningful beyond the convenience of residents.

This year too, we will supply cool bottled water to residents by placing refrigerators in outdoor shelters from the sweltering heat such as walking trails and riverside. Refrigerators are installed in 16 places, including 7 trails including Bulamsan Butterfly Garden, Light Garden, Yeongchuksan Circulation Trail, and Gyeongchun Line Forest Path, and 9 major points in Jungnangcheon, Danghyeoncheon, Uicheon, and Mukdongcheon.

□ Designated and operated general/night heat shelters

The sweltering heat shelter is considered one of the representative heat wave measures for the elderly who are vulnerable to the heat.

The beginning of the sweltering heat shelter was in 2018, when the whole country heated up due to a record heat wave. The district was the first in the country to operate a nighttime shelter for the elderly in the auditorium of the district office, and word of mouth spread quickly. At that time, Minister of Public Administration and Security Kim Bu-gyeom visited in person and selected it as an excellent case for dealing with heatwaves by local governments, and benchmarking continued throughout the country, including other autonomous districts in Seoul.

Since then, the night shelter has been upgraded every summer and has been visited by residents. Low-income seniors living alone in Nowon-gu can spend a comfortable night in the nighttime heat shelter installed in the hotel.

When a heat wave warning is issued, 50 rooms of hotels signed an agreement with the district will be designated and operated as safe overnight accommodations. Starting from the end of July, when special warnings are concentrated, from 8:00 pm to 7:00 am the next day, a cool and comfortable bed is provided for the elderly.

As a result of operating the night shelter for 31 days for which the heat wave warning was issued from July 13 to August 31 last year, a total of 1211 people including basic livelihood recipients and vulnerable elderly living alone visited. After using the service, the number of seniors visiting the night shelter is expected to increase due to the high satisfaction level.

In particular, this year, 246 senior citizen centers, which had been unable to open due to COVID-19, opened their doors this year, allowing the elderly to escape the heat in a more familiar and nearby place. The sultry shelter for senior citizens is open to the elderly during the daytime on weekdays.

□ Prepare protection measures for the vulnerable groups such as the elderly and the disabled

The measures to protect the vulnerable groups from heatwaves implemented by the district are tailored to the needs of various residents such as low-income crisis families, seniors living alone, and outdoor workers.

First, the ‘Knock Tok Tok Care Group’, which has been serving as a welfare delivery network in the region by eliminating blind spots in welfare, will step out as a healthy summer keeper for the vulnerable in the heat of the heatwave. Last year, we received sponsorship of items such as side dishes, summer food, parsley, and hand fan, and delivered them to about 4,600 eligible recipients. We also carry out a continuous check on the well-being of those eligible for Smart Tok support.

We will also promote strengthening of phone calls for senior citizens and senior citizens living alone. Customized care service for the elderly 3,600 seniors and 12,000 people living alone, the disabled, and chronically ill, etc. for the visiting health management program do.

Public job safety management measures are also implemented. Cool-tosses, cool scarves, and mini fans are distributed to long-time outdoor workers, and when a heat wave warning is issued, a flexible working hour system is implemented to stop work during the midday hours.

In addition, apartment security guards who had to work in the heat every year are now able to work in a comfortable environment. This is because the ‘Security Room Air Conditioner Installation Support Project’, which was promoted with an investment of 200 million won last year, has been completed. Last year alone, air conditioners were additionally installed and replaced at 448 guard posts, so that all 1295 security offices that can be installed in the area are equipped with air conditioners. This year, we plan to help security guards create a comfortable working environment by identifying and replacing air conditioners that are difficult to use due to breakdown or aging.

□ Measures for Convenience of Residents

A shade screen is installed and operated so that pedestrians can avoid the scorching sun while waiting for a signal. A total of 118 places were installed in major crosswalks and traffic islands with high floating population. Two-stage folding healing chairs attached to the shade screen will also be installed to provide convenience to pedestrians by installing an additional 10 from the existing 30.
