Canberra will apply for compensation for the upper wage limit as John Bateman remains on the sidelines.
Bateman, who announced his intention to leave the Raiders this week, underwent shoulder surgery after the New Zealand tour of Britain.
The test star has not been seen in Raiders colors since last year’s grand finale when he underwent a second operation.

Canberra has been without one of the biggest attack threats this season, and it shows that the club is a bit off the pace.
Now club CEO Don Furner said that the club had prevailed at the NRL.
“It is always risky to release players for international matches at the end of the year, but luckily this rule is in effect,” said Furner The Sydney Morning Herald. “We have applied for compensation and will see how we are doing.
“We hope to get John back as soon as possible. We just don’t know at this point. The goal is to see which players, if any, are out there. “

The Raiders are looking for a long-term replacement for Bateman since he decided to leave the club this week.
The Dragons, Bulldogs and Wigan are all associated with the England international, although the longer he is injured, the longer his value decreases.
Bateman began seeking a raise before the grand finale last year after deciding to connect with controversial player agent Isaac Moses.
He asked for four layoffs from the club, and when the call for his future came up, coach Ricky Stuart expressed his frustration with Moses’ behavior.

“It’s really disappointing,” said Stuart. “You have players pulled out like John. [it’s] really disappointed me.
“It disappoints me as the game allows. I feel like the game really has to help clubs, how we have to deal with certain managers, how they get clubs excited, and how they manipulate communication and negotiation to suit them and them.
“It is not always in the best interests of the player and it disappoints me because it is so difficult to build a strong squad.
“I am proud that the club has taken a strong stance.
“The last thing we’ll be is a club like the Warriors or the Broncos, where they were ruined by manipulation and excitement of the roster.”
