Daugavpils Sports Organizations Can Apply for 2026 Municipal Funding Until November 20

Sports associations and foundations registered in Daugavpils, Latvia’s second-largest city, have until Nov. 20, 2026, to submit applications for municipal funding covering the next competition season, Daugavpils.lv reported. The money is earmarked for training, competition participation and other sports activities, and it is awarded under Daugavpils City Council regulations No. 3, adopted July 25, 2024, titled “Procedure for Granting Funding to Sports Organizations.”

The city says the support is meant to develop sports in Daugavpils, preserve the city’s sporting traditions and encourage residents to embrace a healthy lifestyle. Applications must cover an entire sports season, including activities that spill into the next calendar year, and they must be sent electronically to the Daugavpils City Education, Youth and Sports Department.

Who Qualifies for Daugavpils Municipal Sports Funding

To be eligible, an organization must be registered in Latvia’s Register of Associations and Foundations, have its legal address within Daugavpils‘ administrative territory, and hold licensed sports education programs, according to the funding rules published by the city. Organizations must also have settled all existing obligations to the municipality and filed reports on how any previously granted funding was spent.

Groups competing in the Latvian and international championships and leagues listed in the regulations face an extra requirement: a cooperation agreement with an educational institution founded by the municipality that oversees that particular sport.

One Club per Sport Gets Top-Tier Support

The rules split applicants into two tracks. In each sport named in the regulations, only one organization can receive support at the highest level — the one that finished highest in the relevant championships the previous season. That club’s funding level is set according to the competitions it enters.

All other organizations can apply for support to run licensed programs in sports that are not already offered at the municipality’s professional-orientation sports education schools. For these groups, the amount is calculated from the number of active athletes and the previous season’s results. These organizations must also provide co-financing equal to 25% of the municipal amount they receive.

What the Funding Can Pay For

Municipal money can go toward travel and training expenses, including renting sports facilities, buying equipment and gear, paying competition entry fees, insurance and medical services, and remuneration for athletes, coaches and other specialists named in the rules. For organizations covered under paragraph 7.1 of the regulations, support also extends to organizing home games.

The Paperwork That Must Arrive With the Application

Applications go electronically to [email protected]. Every document must carry a secure electronic signature with a timestamp.

Applicants must attach a completed application form and a budget estimate for their group, a roster of athletes with birth years, competition protocols proving achievements, copies of education program licenses, and a certificate from the State Revenue Service confirming tax debts. Organizations needing a cooperation agreement with a municipal school must include a copy of it, along with a membership confirmation from the recognized federation for their sport, issued no earlier than three months before submission.

No Changes After the Deadline

The city warns that applications cannot be amended once submitted, and incomplete or non-compliant filings are rejected without further review. That makes the pre-submission check critical. Consultations on preparing an application are available at the department no later than three working days before the deadline, and the city urges organizations to review the current version of the regulations and use the attached application and budget forms. Inquiries can be made by phone at 26738582.

From Commission Review to Council Decision by December

A commission formed by the head of the Education, Youth and Sports Department will check the documents and budgets by Dec. 1 and forward them to the municipality for review. The final decision on awarding funding rests with the Daugavpils City Council, and grants are made within the funds allocated in the municipal budget program “Support for Sports Organizations,” with recipients signing a contract for implementing the sports activities.
