Professor Marjan Olfers will lead an independent scientific investigation into a reported culture of fear at professional cycling team Picnic-PostNL, following disclosures from riders and staff. The inquiry was announced after journalistic investigations detailed allegations of an unsafe working environment within the team of Iwan Spekenbrink.
The Investigation and Methodology Led by Olfers
Olfers confirmed the scope of the inquiry to the Dutch public broadcaster NOS, stating that the team’s operational atmosphere will undergo systematic evaluation. “There is discussion in the media that a culture of fear exists. We are going to investigate that scientifically,” Olfers told NOS, adding that the process will utilize formal interviews and written surveys. Olfers noted that they will execute it as thoroughly and quickly as possible. An exact date for the final presentation of findings has not yet been announced.
Olfers brings extensive experience in handling sensitive dossiers in elite sports. In 2007, she served on the commission appointed by Rabobank to investigate the affair surrounding Michael Rasmussen. The inquiry concluded that Rabobank had acted correctly in intervening, but also established that Rasmussen should actually never have started the Tour. Between 2011 and 2012, she also served on the supervisory board of Ajax during a period of administrative crisis.
Testimonies and Scope of the Disclosures
Podcast hosts Thijs Zonneveld and Nando Boers subsequently expanded their witness pool with additional accounts from individuals describing psychological pressure, strict micro-management, and punitive measures within the organization. Zonneveld spoke with 19 new people over the previous week and a half, while Boers spoke with about five active team members, noting that people have also reached out via email from abroad and that around 25 more individuals remain on the list to talk. Accounts included young people crying on the phone because they were pulled from all races for failing to stick a mileage sticker for a climb or intermediate sprint on their bike, or receiving text messages detailing exact responses to send if riders did something Narelle Neumann (Head of Science) prohibited, requiring screenshots sent back as proof.
Among those named in connection with the team’s internal operations are sport director Rudi Kemna, former trainer Adriaan Helmantel—who characterized the team’s structure as a dictatorial environment—alongside former rider Martijn Tusveld, Michiel Elijzen, and Esmée Peperkamp. Peperkamp criticized Picnic-PostNL for alleged negligence, stating that the anxiety is still present. Team Picnic-PostNL stated previously that it does not recognize the general picture painted by the media reports, but takes the accusations seriously and announced an independent investigation.
Broader Institutional and Sporting Pressures
The inquiry arrives during a difficult competitive and administrative period for the team. Picnic-PostNL faces uncertainty regarding its future, remaining absent from the preliminary UCI list with approved license applications for 2027, with additional problems arising around the team’s professional license because bicycle sponsor Lapierre is in severe financial trouble. The squad also faces challenges including a severe accident involving sport director Rudi Kemna, who sustained serious back and neck injuries following a fall from a roof.

Main sponsors Picnic and PostNL have classified the internal allegations as serious signals, urging thorough investigation. Team management has committed to taking the conclusions of the investigation seriously and where necessary implementing improvements.
