Osaka Evessa denied 2028-29 B.PREMIER license, fined 5,000万円 yen

Osaka Evessa has been denied its 2028-29 season B.Premier license after negotiations over arena renovations collapsed, the league announced following an October 28 board meeting.

Osaka Evessa Faces 5,000万円 Yen Fine as 2028-29 B.Premier Bid Fails

The ruling confirms financial penalties for the 2027-28 campaign while resulting in the non-issuance of the 2028-29 B.Premier license. B.League officials determined that the club failed to meet the strict arena infrastructure benchmarks required for the premier division after a breakdown in talks with construction partners.

According to league records, Osaka recorded an average attendance of 3,954 fans alongside a revenue of 2.36 billion yen at its current home venue, Oukini Arena Maishima.

Renovation Contract Invalidated After Contractor Talks Break Down

The core of the denial stems from a stalled upgrade project at Oukini Arena Maishima. Club executives and their parent company attempted to renegotiate terms with their chosen construction contractor, but both sides failed to reach an agreement, rendering the primary building contract void.

Under the 2028-29 B.Premier License Continuation Qualification Recognition Regulations, specifically Article 18, Item 1, Paragraph 2, clubs must adequately prove their home venue meets elite standards. Because the organization could not submit reliable documentation showing a compliant arena would be fully operational by the start of the 2028-29 season, the board voted to withhold the license.

Financial Penalties Issued for 2027-28 Season Status

While the 2028-29 application was rejected outright, the board addressed the club’s immediate future regarding the 2027-28 campaign. Osaka Evessa will still compete in the B.Premier division for 2027-28, honoring a previous license grant issued in October 2025.

However, the board levied a 5,000万円 yen fine against the club. Officials invoked Article 32, Item 1, Paragraph 3 of the 2027-28 B.Premier License Continuation Qualification Recognition Regulations, ruling that because a compliant venue can no longer be reasonably guaranteed for the subsequent year, a severe financial sanction is warranted given the gravity of the situation.

Osaka Evessa Fails B.Premier Venue Requirements

Under current evaluation standards, clubs targeting the B.Premier division must balance financial health with strict venue development milestones.

For the 2028-29 qualification cycle, prospective teams must generate at least 9億円 in revenue with a 4,000名 average attendance, or alternatively 12億円 with 3,000名 attendees, alongside securing at least 8割確保 of a B.Premier-compliant arena project. Osaka met the financial and attendance markers but stumbled entirely on the venue completion requirement.

Osaka Evessa retains its B.Premier standing for the 2027-28 season as decided in October 2025, though the club faces financial penalties and the non-issuance of its license for the 2028-29 season.
