Venexus: The Veneto Region’s New Platform Connecting Public & Private Sectors for Impact Investing (ESG, Sport & More)

Veneto, Italy – The Veneto region has unveiled Venexus – “Il Veneto che fa il Veneto” – a groundbreaking digital platform designed to foster partnerships between public entities and private companies in the areas of environmental sustainability, social impact, cultural initiatives, and sport. The launch took place on March 13th, coinciding with a press conference marking the first 100 days of the administration led by President Alberto Stefani.

ChainOn, a technology startup, will be responsible for developing and managing the system for the next three years, having won the European tender issued by the Veneto Region in 2025. This initiative represents a significant step towards formalized collaboration and increased transparency in regional development projects.

What is Venexus?

Officially titled “Il Veneto che fa il Veneto,” the Venexus platform is built upon Regional Law No. 10/2024 and aims to bridge the gap between organizations driving public benefit initiatives – including the Region, municipalities, provinces, and the third sector – and Benefit Companies and ESG-focused (Environmental, Social, and Governance) businesses seeking concrete projects to invest in. Essentially, it’s designed to streamline the process of connecting good intentions with available resources.

The system digitizes the entire lifecycle of a partnership, from registration using SPID or CIE (Italian digital identity credentials) and enrollment in regional registries, to the signing of a notarized letter of intent on the Veneto Region’s blockchain. This blockchain integration is a key innovation, ensuring transparency, traceability, and immutability of processes, providing all parties with legal certainty from the earliest stages of negotiation.

Sport as a Fertile Ground for Partnership

While Venexus encompasses a broad scope – social, environmental, cultural, and sport – the sports sector is identified as a particularly promising area for growth. Sponsorships, naming rights, and co-branding activities linked to regional sporting events are all areas where Venexus can provide a structured framework for formalizing agreements that often arise informally and are tough to properly account for. This is a common challenge in sports, where relationships can be built on handshakes but lack the necessary documentation for impact reporting.

The platform automatically generates an impact report for each completed project. This report is a valuable asset for financing companies, allowing Benefit Companies to fulfill their Impact Reports and ESG businesses to enhance their Sustainability Reports – increasingly important in a European regulatory landscape that prioritizes non-financial reporting. This added value incentivizes investment and demonstrates a commitment to measurable outcomes.

ChainOn’s Strategic Leap

For ChainOn, securing the Venexus contract isn’t just a significant public contract win; it signifies the scalability of their business model into the public sector. According to ChainOn CEO Giovanni Palazzi, “With the contract with the Veneto Region, ChainOn takes a quantum leap on a technological but, above all, social level. Our Platform becomes a strategic tool also for the public sector, expanding the business model and becoming a concrete engine of collaboration between public, and private.”

Palazzi also indicated the company is exploring investment opportunities. “This positions us with confidence towards a capital increase that is generating concrete and qualified interest from international investors who want to become partners and participate in the company’s growth in global markets.”

The launch of Venexus comes as President Alberto Stefani, who assumed office in December 2025, continues to prioritize regional development and collaboration. Stefani, previously the mayor of Borgoricco, has emphasized the importance of leveraging technology to improve public services and attract investment to the Veneto region. Stefani’s political background and focus on regional identity are key drivers behind this initiative.

For sports organizations in the Veneto region, Venexus presents a new avenue for securing funding and formalizing partnerships. The platform’s emphasis on impact reporting and transparency could attract investors who are increasingly focused on socially responsible investments. It remains to be seen how quickly sports entities will adopt the platform, but the potential benefits are clear.

The next step for Venexus will be onboarding regional stakeholders and demonstrating the platform’s capabilities. ChainOn will play a crucial role in this process, providing training and support to ensure a smooth transition. The success of Venexus will likely serve as a model for other regions in Italy and beyond looking to foster public-private partnerships for sustainable development.
