Late last year, the Fédération Internationale de Fencing (FIE) announced that if Estonia wants to host an international competition, its government must provide written approval with signatures and seals stating that anyone wishing to compete in the tournament will not be discriminated against and that they will be allowed to cross the border regardless of nationality or military rank.
Estonia won the right to host in February when it won the support of 24 of the 42 national federations at the European Fencing Federation (EFC) congress.
