Zhuji’s 14th Five-Year Plan: Urban & Rural Quality of Life Gains

The land of Jiyang in the golden autumn is like a moving picture: there is not only the vitality of the “World Resilience Demonstration City”, the vitality of the Xishi Basketball Center, but also the enthusiasm of the people inspired by the Xishi “Village BA” and “Zhejiang BA”… A city that is both internal and external, and urban and rural progress is being displayed in front of people with a high-spirited attitude.

In the Xishi Basketball Center, the stars are shining, “Village BA”, “Zhejiang BA”, Hu Xia Tour Concert, Jacky Cheung 60+ Tour Concert, Ren Xianqi’s “Qiji·2025” Tour Concert… one traffic feast after another. Why does the Xishi Basketball Center, which was officially opened at the end of July, have such charm and become an internet celebrity landmark? It is the largest single enterprise in the province and ranks among the top ten in the country in terms of overall scale. This is its confidence.

It is understood that the center has a total investment of 1 billion yuan, a construction area of 88,000 square meters, and 18,000 auditoriums. It includes three functional areas: the main gymnasium, the warm-up hall, and the national fitness center. It is committed to building a comprehensive platform integrating top events, performing arts exhibitions, sports education and training, and national fitness.

Xishi Basketball Center

In Shibanwu Village, Yingdian Street Town, 20 kilometers away from the Xishi Basketball Center, a brand new village-level basketball stadium was built with the help of crowdfunding from caring people. In the words of Ding Meng, a member of the Yingdian Street Party Committee, the completion of the basketball hall has filled the gap in professional sports facilities in the town and has become an important support point for the integrated development of “agriculture, culture, tourism and sports” in Yingdian Street Town.

From municipal-level basketball centers to village-level basketball stadiums, they all confirm our city’s development path focusing on the integrated development of culture, business, tourism and sports. According to Wang Bai, a member of the Party Committee of the Municipal Bureau of Culture, Radio and Tourism, in the past few years, our city has strengthened the orientation of “city + culture and tourism” and “city + sports” and continuously promoted the upgrade of event experience, innovation of cultural and tourism activities, and the release of consumption potential. Special cultural and entertainment activities such as the Xishi Music Festival, Xishi Marathon, and “Village BA” have further ignited popularity. Data shows that from January to September 2025, the city received a total of 11.494 million tourists, with comprehensive tourism revenue of 15.37 billion yuan; the comprehensive tourism strength has ranked among the top ten of the top 100 county tourism companies in the country in 2025.

While integrating development to release the city’s potential, the city’s “Xi Shi Courtesy·Quality Consumption” series of activities has also been rated as a provincial-level high-quality consumption cluster, and the high-quality development of the service industry has been supervised and encouraged by the provincial government. From January to September this year, the total retail sales of consumer goods reached 56.36 billion yuan, a year-on-year increase of 4.9%.

The continued vitality of urban and rural areas cannot be separated from the increasing improvement of supporting functions. “I used to worry about not being able to find charging piles when visiting the countryside, but now I’m better and can enjoy the journey with peace of mind.” Hu Qinyong, a tourist, sighed sincerely after experiencing Zhuji’s “private pile sharing” model. Big data from State Grid Shaoxing Power Supply Company shows that rural private charging piles are idle for more than 20 hours a day on average, while charging demand for rural trips on weekends surged 47% year-on-year. The “private pile sharing” model innovatively launched to address this contradiction between supply and demand has effectively resolved the rural charging problem and further optimized the supporting environment for rural tourism.

Charging piles going to the countryside

“Private pile sharing” is just a microcosm of our city’s promotion of urban and rural quality optimization. In the past five years, our city has vigorously promoted a number of key transportation projects under construction such as the reconstruction and expansion of the Zhuyong Expressway. The Zhuji section of the Kezhu Expressway and the 235 National Highway reconstruction project is expected to be completed and opened to traffic by the end of the year. Major transportation projects such as Zhuyi Expressway, Zhusheng Expressway, Hewen Expressway, and the Tongcheng Elevated Highway are scheduled to be completed in the early stages. Ready; 22 newly renovated (expanded) parks were built, 7 provincial-level urban and rural style model areas, 3 “Fuchun Mountain Residence Map” model areas, and 12 total rich style and style stations were built. The two tasks of promoting the improvement of urban and rural style and deepening the “Ten Million Project” were supervised and encouraged by the provincial government…

Looking back, we have come from the “14th Five-Year Plan”. During the “15th Five-Year Plan”, we will join hands and continue to write a more glorious chapter on the broad road of urban and rural integration with a more high-spirited attitude!
