Arsenal Protest: Defense Civilian Pay Raise Demand

The protest comes after, at the end of November, the staff began to receive on their payroll a part of the economic improvements committed by the Ministry. As explained by the CIG, “what began to be collected on this November payroll was first two payments corresponding to the 2,400 gross euros committed by the Ministry as ‘extraordinary gratification’ for this year 2025.”

The union emphasizes that this measure does not respond to the demands raised by the group, neither in amount nor in concept, as it is a one-time gratification and not a Consolidatable salary supplement.

In this sense, they report that “it is not what we demanded from the Ministry, neither in quantity nor in concept, and it responds to the pressure exerted by the mobilization of civilian personnel during these months”.

The CIG considers that this decision was adopted unilaterally by the Ministry of Defense, without real negotiation, with the aim of stopping discontent and mobilizations. For this reason, they call for maintaining union pressure in a context in which, in addition, there is information about a possible new salary increase for military personnelwhich, in his opinion, would aggravate the salary discrimination of civilian personnel.

The call for the concentration was supported in the assembly held last November 20where it was agreed to resume protests before the Ferrol Arsenal. «Now is the time to consolidate what we have achieved and work for better», he said from the trade union central.

Parallel to the mobilizations, the CIG has requested the convening of a Defense Delegate Board to monographically address the salaries of civilian personnel. Among the objectives set are clarifying the Ministry’s roadmap on salaries, the origin and continuity of the financing of bonuses and confirming whether there will be a new salary increase for military personnel.

Finally, the General Subdirectorate of Civil Personnel has agreed to convene this negotiation table for the Thursday, December 18 in Madridwith a single point on the agenda: «MUA and Productivity».

Faced with this situation, the organizing unions, with the support of USEinsist on the need to maintain mobilization: “we are entering a phase of vital importance to try to protect what we have already achieved.” The concentration on the 17th seeks, once again, to claim decent salaries for civilian defense personnel and equitable treatment within the Ministry.
