The National Division for the Fight against Hooliganism (DNLH) was not mistaken in classifying the Coupe de France final between OL and PSG (1-2), Saturday evening, as very high risk, namely at the level 5 out of 5, due to “serious risks of disturbances to public order requiring exceptional measures”. Among the threats identified: two rival and closely followed teams, with a relocation to Lille, another stronghold of active and violent supporterism. But what the police did not see coming were incidents well in advance of the match and the stadium, and facilitated by flaws within the security system.
