BarcelonaNext year there will be changes to the rules that mark how teachers are distributed in Catalonia. According to the ARA, this week the Department of Education has informed the unions that it will make changes to the teacher’s exchange in order to speed up the allocations and put a thread on the needle to the problems that Catalonia is experiencing to cover substitutions everywhere of the country.

Usually, when absences are not covered in schools and institutes, the question of “How can it be that teachers do not arrive, if the teacher’s scholarships are full?” appears. One of the reasons behind this situation is that there are people who enter the stock exchange, with no intention of starting work immediately, and report that they are “unavailable”. By opting for this route, they manage to “freeze” the stock market number in such a way that they are not taken into account when filling vacancies, but continue on the lists without losing points, as they would lose them if they were refusing appointments constantly.

From now on this will change: applicants applying for the scholarship will not be able to declare themselves “unavailable” during the first and second year. Education sources say that the aim of this change “is to lighten the workload involved in contacting applicants who could not accept an appointment”. On the other hand, they also remember that next school year the stable group of substitutes will be launched and they will have guaranteed work all year to cover the substitutions that arise during the school year. From USTEC, spokeswoman Iolanda Segura considers this measure to be “too radical” and warns that this will cause more teachers to refuse appointments and, therefore, it will take longer for schools to have a substitute because they will have to wait for it to be done a new appointment for that leave.

Master’s degree

Another of the novelties of the teaching scholarship is aimed, precisely, at making the substitutions that are not covered in a first round of awards be covered in a more agile way. Until now, the places that are difficult to cover have been managed by calling one by one the teachers who had communicated that they were willing to move from their area, to see if they wanted to cover it or not. From September, this management will be done electronically with a second algorithm that will detect teachers who had voluntarily offered to cover places in other areas.

For five years now, interim secondary school teachers no longer need to have a qualifying master’s degree to be able to start teaching in a high school. Faced with the lack of teachers, the Generalitat made this requirement more flexible and, at present, to access the secondary school teacher’s scholarship, it is enough to give the commitment to obtain a master’s degree in teaching. However, Education has decided to stop giving a free hand in terms of this commitment to teachers who have been on the stock exchange for three years and who have not taken any steps to pursue a master’s degree. “Since it has been found that there are people registered who have not yet taken it, the department has decided to inform them that they should pre-register for the master’s if they want to continue constantly in the stock market,” Education sources explain.

Profiled squares are frozen

Another of the novelties of the coming year will be that the managements of schools and institutes will not be able to create new profiled teacher positions. In other words, the places that each center can adapt to ensure that the teacher profile it receives can meet the needs of its educational project. This option, which, according to the rule, must allow all managements to choose the characteristics of half of their staff, will remain in a drawer next year. From Education they explain that next year “no new jobs with a professional profile will be created”, but that the 9,000 profiled teaching positions that currently exist will continue to be so. According to the ministry, the change, which should only be for one year, is due to the fact that the department needs to “temporarily limit the number of vacancies”, to manage the more than 20,000 new officials who have entered the system with the different processes of stabilization that has taken place in recent years.

This change did not please the defenders of this practice, nor did the detractors. From the teaching group Clam Educatiu they warn that ceasing to create profiled places means “a big step back in the center’s autonomy to select the teams” and they insist that the decision goes against the recommendations made by the PISA expert group . They also warn that, if there is a very large increase in permanent places, the possibility that the centers will be able to choose the type of teachers they need will decrease more and more and that in many cases it will no longer be possible to profile 50% of the template as set out in the regulations.

On the other hand, from USTEC, which for years has considered that this process creates “optional positions”, they insist that “profiled positions are an excuse to be able to choose staff”. Segura criticizes that the measure to suspend profiled places is only considered for next year and states that it is a process that should be eliminated. “Positions should be filled only based on seniority and merit,” he claims.
