Why did Mexico and Ecuador break diplomatic relations? – The Sun of Mexico

This Friday night, President Andrés Manuel López Obrador ordered to break diplomatic relations with Ecuador after the invasion of the police of this country at the Mexican Embassy in Quito to arrest former vice president Jorge Glas.

Since December 2023, the former official of the Central American country took refuge in the diplomatic headquarters of Mexico to avoid arrest, something that Daniel Noboa’s government described as “illegal.”

To understand the escalation of the rupture between both countries, we must go back to the government of Rafael Correa (2007-2017), who reached the presidential seat with the leftist Alianza País party. At this stage Jorge Glas was vice president of Ecuador.

Correismo as a reference in Latin America

As Correa’s government was a left-wing government, which managed to reduce homicide rates by up to 70 percent thanks to a controversial security strategy that was based on the reintegration of gangs into Ecuadorian society, he always received the support of López Obrador. .

“Rafael Correa is from this bloc of Lula da Silva, Evo Morales, Hugo Chávez (…) López Obrador will always weigh the ideological rather than the political and even diplomatic (…) Correism is a progressive ideology in Latin America and gave Ecuador a basis for good development despite its fight with the Indigenous Movement,” internationalist Miguel Alejandro Rivera explained to El Sol de México.

The Latin American specialist added that Rafael Correa always showed support for the Mexican president’s campaigns, because even when he became president of Mexico in 2018, he commented: “We went through difficult times, but the triumph of progressivism will be ours,” thus showing a boost to the morenista.

Importance of diplomacy between countries

Regarding diplomatic relations, the specialist in regional scenarios highlights that these are based on the theory of “Political Idealism”, that is, on the resolution of conflicts and the foundation of agreements based on dialogues and the acceptance of culture and traditions. decisions of the sovereignty of other countries.

In this way, the invasion of the Ecuadorian police into the Mexican Embassy in Quito marks a historical precedent, since according to the specialist, in America the sovereignty of any country had not been violated in this way.

“There are conventions like the Vienna one, which agree on certain parameters to carry out diplomacy, such as: that each Embassy or legation is the territory of the country it represents even if it is in another nation. The Mexican Embassy is Mexican territory in Ecuador, therefore That is why the violation of this precept is historic,” added Rivera Pedroza.

In this same vein, the UNAM academic recalled that Article 22 of the Vienna Convention on Diplomatic Relations details that the receiving State, in this case Ecuador, has the obligation to adopt all appropriate measures to protect the premises of the mission. , that is, to diplomatic delegations.

This is why Ecuador violated various points of this international treaty, because by breaking into the Mexican Embassy with police force and subduing Roberto Canseco, it also exceeded the point that refers to the fact that the receiving State cannot enter them without the consent of the head of the mission.

The specialist also took up the case of activist Julian Assange, who remained in the Ecuadorian Embassy in London from 2012 to 2019 and the European nation respected the power without violating diplomacy.

“There is no precedent in America for the power of an Embassy to be violated in such a way, what happened this Friday was such a violation of Mexican sovereignty, that is why López Obrador immediately decided to break relations,” he added.

Consequences of the diplomatic rupture

The internationalist ruled out that this rupture between nations would escalate to an armed conflict, however he did warn of consequences for citizens such as deportations or restrictions on visa applications.

“We would also have to wait if there will be a break in intelligence or security exchanges, because we know that Mexican criminal gangs are affecting Ecuador, I am sure that this will be a discourse that will grow in the Ecuadorian narrative, about how dangerous It is Mexico from the drug cartels beyond the governments,” he concluded.
