Premier League clubs have voted unanimously to adopt rules that will limit spending on players, as part of an overhaul of controversial profitability and sustainability standards (PSR). In this way, clubs participating in European competitions would be limited to spending 70% of their income on transfers, player salaries and agent fees, while other clubs could dedicate up to 85% to these items. The goal of the league is to promote a more balanced competition.

The final reform of the PSR rules will be implemented for the 2025-26 season, and in the next two months all the rules of the new regulation will be drafted for presentation at the Premier League General Meeting of Shareholders in June. This season, Everton have been penalized for breaching PSR rules with an 8-point deduction. With these new measures the objective is to reduce this type of infractions, although point deductions will remain to punish serious infractions.
