The meeting takes place after the green light of the amnesty in Congress and in full debate on the return of Puigdemont
Barcelona Together and the PSOE have held the fourth meeting in Switzerland in the international mediation space agreed for the investiture of Pedro Sánchez, in which, according to a statement sent by the two formations, the approval of the amnesty law At the same time, they say, two work teams have been set up to “comply” with the Brussels agreement to elect Sánchez, in which there was talk of addressing the political conflict between Catalonia and the State and also the reform of Catalonia’s financing system. They also assure in the statement that they are working to make Catalan official in Europe – which has not yet materialized, despite being a condition of Junts’ investiture – and also in the delegation of immigration powers to the Generalitat of Catalonia, another of the agreements that JxCat reached with the PSOE to vote on the first decrees of the Spanish government of the legislature.

As it has progressed The Nationalyesterday Junts negotiators were seen in a Zurich hotel -Carles Puigdemont, Jordi Turull and Míriam Nogueras-, while the PSOE delegation is headed by the organizing secretary, Santos Cerdán.
Several consulted sources also place former Spanish president José Luís Rodríguez Zapatero as one of the key leaders in this negotiation space, but he would not have participated in all the meetings. Whenever the former president has been asked directly about this issue, he has not wanted to confirm or deny whether he has seen face to face with Puigdemont. In the last interview he gave to the program About Évole in La Sexta he shielded himself in discretion by not clarifying whether or not he had met with the former president of the Generalitat outside of Spain.
The meeting takes place in the middle of the debate on the return of Puigdemont, who next week will officially reveal his candidacy for the presidency of the Generalitat. The former president wants to take the risk of returning even if he faces arrest, because the amnesty law he believes gives him enough guarantees to be released later. It would be definitively approved, once the procedure in the Senate has been passed, during the fortnight following the appointment at the polls and, once it enters into force, it says that the arrest warrants in force must be withdrawn and the preventive prisoners released, even if preliminary questions are raised in the Court of Justice of the European Union or, subsequently, in the Constitutional Court. Will Puigdemont risk stepping on Spanish territory this time? His environment, starting with his lawyer, assures that now it is.
The fourth meeting
So far the delegations of the PSOE and Junts have met four times outside the State. The investiture agreement states that the meetings must be regular every month. The first was made public and they announced that a team of mediators led by the Salvadoran diplomat Francisco Galindo would monitor the talks, sheltered by the entity dedicated to the resolution of conflicts Henry Dunant. As Efe published this week, Puigdemont participated in all the meetings and none took place in Brussels, but in other European cities. In any case, from Junts they do not reveal where the negotiations are at and limit themselves to saying that when there are pacts they will be announced.
