The measures that FIFA will apply if the federation intervenes: a single electoral process and an end to Pedro Rocha’s management | Soccer | Sports

The Royal Spanish Football Federation may experience another episode that highlights the numerous scandals that have accompanied the institution in recent years. On Monday, the president of the Higher Sports Council (CSD), José Manuel Rodríguez Uribes, announced that he is in talks with FIFA so that it can take measures regarding the governance of the institution and the paralysis that they have caused in the electoral process. the arrests of federation leaders by the UCO within the framework of Operation Brody. If the negotiations between the CSD and FIFA finally lead to the intervention of the federation by the highest governing body of world football, there will be drastic changes both in the federation leadership and management and in the electoral process. The embarrassment that a federation is intervened by FIFA will be a true reflection of the chaos and misgovernance that have been installed in Las Rozas.

To begin with, under the tutelage of FIFA there would only be one election, those corresponding to the 2024-2028 Olympic cycle. Those that Pedro Rocha should have called – and did not do so when he assumed the presidency of the managing commission last September -, from which a president should emerge to exhaust the term of Luis Rubiales, would no longer be held. This would annul the recent resolution of the Sports Administrative Court (TAD) that advocated holding two electoral processes, one for the presidency and a second and final one once the assembly is renewed. FIFA’s intervention would last between six and 12 months; This is the main argument for only holding a single election.

To oversee the electoral process, FIFA would appoint a normalization committee that would face the removal of all positions in the federation. With this step, the management commission chaired by Rocha and which has directed the day-to-day operations of the federation since Rubiales resigned on September 10, would disappear.

The normalization committee would be made up of members from outside the federation, mostly qualified FIFA employees. These would have full autonomy to make decisions about the management of the federation.

FIFA would also create a neutral and very strict electoral guarantees board to guarantee clean and democratic elections. Customs such as the president of the referees directing the vote of his guild towards a certain candidate could lead to the disqualification of both. There would also be more exhaustive control to ensure that the territorial presidents do not so easily manage the election of the assembly members who end up electing the president of the federation.
