The Junta of Andalusiathrough the then called Ministry of Education and Sportsawarded in the spring of 2021 a “exceptional subsidy” superior to those 4.9 million euros to the company that manages the La Cartuja Stadium (ECSSA) in order to carry out the works necessary to adapt this installation and thus could host the matches of the final phase of Euro 2020, whose celebration was delayed by a year due to the Covid-19 pandemic.
However, due to the “pressure” of the deadlines, on the same day that this extraordinary subsidy was approved, the Estadio de la Cartuja, a public company, entrusted the contracts to the Royal Spanish Football Federation (RFEF). The so-called ‘Super Cup case’which investigates whether corruption existed within the Federation of Luis Rubiales. Among these awards are the works, investigated by the Civil Guard and entrusted to the construction company Gruconsawhich remodeled part of the Olympic stadium with two awards that totaled 900.000 euros.

“Assistance” agreement
“By Order of the Honorable Minister of Education and Sports of the Government of Andalusia, the exceptional subsidy of 4,956,000.00 euros is granted, for the financing of adaptation and adaptation works of the Cartuja Stadium in Seville and operational costs such as venue for the celebration of different UEFA EURO 2020 matches”, stated in the documentation consulted by The Andalusian Post Office, from the same editorial group as this newspaper. The head of the Ministry at that time was Javier Imbroda.

From all this it can be concluded that it was the RFEF that decided which companies to contract with the amount allocated by the Board to the society of the La Cartuja Stadium to carry out the adaptation works of the sports facility for the celebration of the Euro Cup.
That agreement signed between the Spanish Federation and the La Cartuja stadium was not made public, claiming that it was “highly confidential”. Transparency demanded that the terms of that agreement be revealed and Luis Rubiales appealed that decision in court in 2022.
Emergency works
The reason for urgencyas explained by the La Cartuja stadium company itself in the different supporting reports for the execution of the different contracts to carry out the works, is that “there are actions that If they were carried out in accordance with the deadlines of the ordinary procedure, they could not be executed before the celebration of the matches, although guaranteeing, to the extent possible, the principles of publicity, competition and equality”.
On May 5, 2021, it was approved by the Board of directors, according to the documentation consulted by this newspaper, carry out the works within the budget approved by the exceptional subsidy granted that same day. “Its execution would be impossible if we did not resort to this procedure,” said documents state. The official documentation states that Gruconsa had only one month deadline to execute a budget of 809,543 euros. The agreement came into force on May 6 and the work had to be delivered “before June 10, 2021.” The first match of the Euro Cup was played in Seville on June 14.
Emergency procedures became widespread because of the pandemic. In the case of the celebration of the Eurocup, had a full impact, since it was delayed a year. It was on March 16, a few days after the declaration of the health emergency, when the postponement was decided.
The stadium manager, in charge of controlling contracts
In the documents consulted, the proposal for the appointment of Daniel F. Oviedo Barrera -managing director of Estadio de La Cartuja SA- “as responsible for the monitoring and control of the actions that constitute the object of the contract.”
The Conector Group (Gruconsa) won two contracts. One related to adaptation of the sports area for a tender amount of 816,798.24 euros, which was finally awarded at 809,543 euros. The second, for the thematization of the Press roomawarded at 87,255 euros.
It must be taken into account that, within Estadio de La Cartuja SA, members of different administrations are represented, with 40% of the Junta de Andalucía and also participated by the Government of Spain (25%), the City Council of Seville (19% ), the Provincial Council (13%) and 3% of Real Betis and Sevilla FC.
The counselor of the Presidency, Interior, Social Dialogue and Administrative Simplification of the Junta de Andalucía, Antonio Sanzdefended after breaking this scandal that “the works are done” and, therefore, the Government has “compliment”. “The future final of the Copa del Rey will benefit from these actions,” he defended. “The works have been done and The procedures that have been followed are all legal“, explained the Presidency advisor, “this is an investigation of the Spanish Football Federation” and that in that case “all the information they request with the full collaboration of the Andalusian Government,” he stated.
