The former vice president of the Technical Committee of Referees (CTA), José María Enríquez Negreiraestablished the criteria to evaluate the referees of the First Division, Second and 2nd B.
Digital Freedom exclusively publishes a document intercepted by the Civil Guard during the search carried out on the server of the CTA headquarters in Las Rozas (Madrid) on September 28, which proves that Negreira not only reviewed and modified the referee notes to promote or demote of category to the members, but also established the necessary requirements to carry out their evaluation.
The aforementioned document seized by the agents is a minute of the CTA Board of Directors for the 2010-2011 season. This meeting held at 4:00 p.m. on July 1, 2010 was attended by the then president of the CTA Victoriano Sánchez Arminio and its three vice presidents: Óscar Medín Prego, José María Enríquez Negreira and Ángel Franco Martínez.
The only point to be discussed at this meeting of the CTA Board of Directors was the “referee technical evaluation.” “The reason for this meeting is to determine the circumstances and requirements that the referees and assistant referees of the First, Second and Second Division B must meetof Spanish football for evaluation,” the document noted.
“After a debate among those present, in which each one presents the various points of view, as well as the extremes that must be taken into account to determine the overall evaluation of the referees at the end of the seasonestablish the requirements mentioned below,” the minutes added.
Next, the document highlighted that “the following points are established that will be taken into account as well as their assessment”:
1. Correct plays observed on TV From 0.01 to 0.9 points.
2. Body technique used From 0.01 to 0.9 points.
3. Physical preparation in the season. From 0.01 to 0.9 points.
4. Compliance with deadlines for submitting documents. From 0.01 to 0.5 points.
5. Compliance with standards emanating from the CTA From 0.01 to 0.5 points.
6. Compliance with uniformity and advertising. From 0.01 to 0.5 points.
The document states that “The Board of Directors unanimously approves the above circumstances, as well as their score, which will be taken into account at the end of this seasonand for the 2011-2012 season in order to provide the arbitration evaluation with the legal security and regulations necessary for the correct fulfillment of the arbitration function.”
