La Chapelle-Saint-Mesmin Municipal Council Approves 2024 Budget and Early Childhood Center Financing

The municipal council of La Chapelle-Saint-Mesmin met on Wednesday. On the agenda, in particular, the adoption of the initial 2024 budget and the financing plan for the future early childhood center.

Budget. The council approved the 2024 municipal budget proposed at 5,322,511 euros in the investment section and 14,584,448 euros in the operating section (including 12,710,893 euros in actual expenditure).

The mayor, Valérie Barthe Cheneau, indicated that this budget was developed with a concern for rigor for operations, a desire to control the payroll (64.7% of expenses) and a search for savings likely to compensate for the increases imposed.

On the investment side, the objective is to improve the living environment of the people of Chapellois. It is with this objective that the construction of an early childhood center is part. Concerning the financing of expenses, the council decided to maintain the rate of local property taxes and the housing tax (secondary residences), the amount of which will however change due to the effect of the revaluation of the bases decided by the State.

In terms of investments, the 2024 budget includes: the finalization of payment for land acquisitions, project management and the start of work on the BMX track; the balance of payments for the Nicolas-Bonneau sports complex; the first expenses for the early childhood project; the creation of a green courtyard at the Bel-Air nursery school; the creation of a playground in Chesnats; the revegetation of the Bourg cemetery; the continuation of the city hall insulation program; work to make establishments and public spaces accessible…

Associations. The council also voted on subsidies to associations, for a total amount of 127,025 euros, an increase of 27,000 euros, largely due to an exceptional subsidy to the Bi-club for the organization of the European Cup and of a subsidy to the judo club which was reformed. The Municipal Social Action Center was allocated 300,000 euros.

Early childhood center. The evolution of the population, the need to meet the needs of welcoming young children and the age of the current buildings have led to this project, which will take place in the heart of the city, on communal land between Rue Nationale and the Mill.

The council therefore approved the creation of a program authorization and payment credits, the provisional financing plan for the construction of the early childhood center, as well as the grant request from the Department. The estimated cost is 4,937,350 euros, the financing of which would be ensured by subsidies from the Family Allowance Fund (800,000 euros), from the State under the Equipment Grant for Rural Territories and the grant of support for local investment (350,000 euros), from the departmental council (300,000 euros), from the Region (150,000 euros), with a loan (2,000,000 euros) and, finally, self-financing (1,337,350 euros).

Finances. Elected officials also approved a modification of the program authorization for the Nicolas-Bonneau sports complex; a request for a grant from the Interministerial Fund for the Prevention of Delinquency; loan guarantees to Valloire habitat for two social housing projects.

Urban planning. Concerning the adoption of the agreement for the occupation of public property for the installation of a radiotelephone pylon, on a plot of land at the Aurélien-Hatton stadium, opposition councilors were concerned about the impacts on local residents.

Divers. At the end of the meeting, Valérie Barthe Cheneau responded to several oral questions asked by opposition elected officials, concerning water treatment, the invoicing of canteen fees in the event of the absence of teachers and the absence of invitation of opposition elected officials to the wishes of municipal staff.
