Parliamentary Commission of Inquiry Takes Action Against Sports Federation Leaders

The parliamentary commission of inquiry into dysfunctions within sports federations has taken action. While the report, voted on in the National Assembly on December 19, must be presented to the public on January 16, the commission has issued reports to the courts for perjury, as it had promised, the newspaper indicated. The world Wednesday.

“We must send a strong signal to explain that the work of a commission of inquiry is extremely serious, that what the victims experienced is serious, and that when you are president of a sports federation you have responsibilities. Including that of telling the truth,” the rapporteur Sabrina Sebaihi explained to us during an interview at the beginning of December.

Seven reports in total have been issued, six of which have already been received by the Paris prosecutor’s office, the public prosecutor said on Thursday. Five files out of these six relate to possible non-reporting of sexual and gender-based violence. They concern the president of the French Equestrian Federation Serge Lecomte, his ice sports counterpart Gwenaëlle Noury, but also Jean-Luc Rougé (former president of the French Judo Federation), Jean Lapeyre the legal director of the French Federation football, and Fabien Canu, director general of Insep. Gilles Moretton, head of the French Tennis Federation, was reported for possible perjury on financial matters.

Sabrina Sebaihi told AFP on Wednesday that she had issued a seventh report targeting Nadir Allouache, president of the French Federation of Kickboxing, Muay Thai and Associated Disciplines (FFKMDA). “There may be others, we are not finished yet,” she added.

Corrections question

As recalled The world, the offense of perjury is punishable by five years of imprisonment and a fine of 75,000 euros, according to article 434-13 of the Penal Code. These penalties can even be increased and go up to seven years in prison and a fine of 100,000 euros if the false testimony has been monetized or if it is given on an act punishable by a criminal penalty. However, the author of false testimony is exempt from penalty “if he spontaneously retracted his testimony before the decision putting an end to the procedure rendered by the investigating court or by the trial court”.

Thus, the leaders interviewed had until December 19 to correct their statements. This is the case, for example, of Sports Minister Amélie Oudéa-Castéra, who the day after her hearing, on November 16, sent a letter to acknowledge an error concerning public subsidies received by the French Tennis Federation. It will be up to the president of the commission of inquiry, the MP (Horizons) Béatrice Bellamy, or to the office of the Assembly, to pursue or not the actions initiated.
