For more than two hours, the General Commission of Autonomous Communities has debated debt forgiveness for Catalonia

On the same day, the PP has achieved that the General Committee of Autonomous Communities of the Senate to rule against the amnesty and the debt forgiveness to Catalonia. And not only that, it has prepared the ground for this rejection to be repeated in the plenary session of the Upper House in a few weeks. More than a month after the regional presidents of the PP and that of Catalonia, Peter Aragonéswill parade through the Senate to debate the grace measure, the conservatives have once again used their absolute majority to convene that same commission – although with advisors, instead of presidents – and denounce the amnesty law proposal for being “manifestly illegal” e “unacceptable” and charge against the forgiveness of the debt at the same time that they ask for a review of the regional financing system.

Faced with eight vice presidents and regional councilors from the PP and only one from the PSOE – the one sent by Emiliano García Page from Castile-La Mancha -, the conservatives have used, once again, their absolute majority to promote, approve and refer to the plenary session for a new debate, programmed for December 12thtwo motions against the agreements closed by Pedro Sánchez with ERC and Junts.

Autonomous financing

For more than two hours, the General Commission of Autonomous Communities has debated debt forgiveness for Catalonia. “With this bilateral agreement the state model is torpedoed, bursts at all four seams“said the popular senator Maria Salom. And all the regional representatives of her party have followed her. The Councilor of the Presidency of Andalusia, Antonio Sanzhas criticized the measure because “those who have managed the worst are rewarded”, despite the fact that their community is the third most indebted, behind Catalonia and Valencia, which has not sent any representative.

The counselor of the Presidency of Extremadura, Abel Bautistahas even contextualized what the 15,000 million euros that will be condoned to Catalonia, the construction of four Madrid-Badajoz high-speed trains or twice the general budgets of its community.

All PP leaders have demanded a reform of the regional financing system, which has expired since 2014, and have criticized the negotiation “bilateral” of the PSOE with ERC. A criticism that, although veiled, has also been made by the Minister of Finance of Extremadura, the socialist Juan Alfonso Ruiz Molina. The motion approved with the majority of the PP urges the Government to initiate this reform “within the Fiscal and Financial Policy Council”. The PSOE spokesperson, Juan Espadashas criticized that the PP only worries about regional financing when the socialists and the ERC senator govern Joseph Maria Reniu has defended a “fairer financing model” for Catalonia.

The measure of grace

After this debate, the PP has defended an initiative that, over five pages, expresses its “extreme concern“For Sánchez’s pacts with ERC and Junts. Above all, for the amnesty, which they consider “manifestly illegal” and which “directly attacks the fundamental principles of the Constitution.” “It is impossible for harmony to be reinforced when the beneficiaries of the amnesty (…) have not shown the slightest sign of repentance for their actions and even continue to boast about them.”

Neither the senators nor the regional leaders of the PP have deviated from the script of the last two months. The conservatives have already approved two motions in plenary against the grace measure and called for that meeting in mid-October. General Committee of Autonomous Communities to which Aragonés attended. Now, with the approval of this initiative, a new debate is linked to it in a plenary session on December 12.

Agreement in Congress

Despite the open clash that occurs daily between the PP and the PSOE in the plenary sessions of the Senate and Congress, both parties have managed to agree in Congress on the distribution of the presidencies of the legislative commissions, although they have not wanted to reveal more details. . At the same time that the debt was being debated in the Senate, in the Lower House they have approved the reform of the regulations to adapt the number of commissions to the number of ministers, as established by law.
