Community of Madrid Signs Agreements with Federations to Promote Sports in Schools

Specifically, the Official Gazette of the Community of Madrid (BOCM) publishes this October 13 the agreements with the badminton, fencing, cycling, hockey and skating federations with the Ministry of Culture, Tourism and Sports.

This program seeks to make sport a habit in the daily lives of young people; integrate sports practice into the school routine of secondary education institutes; encourage the practice of a wide range of sports outside of school hours, helping to “reduce the risk of dropping out of school”; increase the socialization and integration of students from the different institutes participating in the Program, and disseminate the values ​​associated with fair play and non-discrimination of any kind.

By virtue of these agreements, the Community of Madrid is obliged to carry out all the actions established for the correct development of the Program, such as the assessment of the documentation provided by the centers to be able to participate; the selection of participating centers; the preparation and planning of the calendar of actions that allows the development, monitoring and evaluation of the Program, the holding of coordination and information meetings with the groups involved; inform the monitoring, surveillance and control commission of the execution of the agreement of the decisions made and the incidents received throughout the course; guarantee risk coverage for participants by subscribing to mandatory sports insurance, and receiving and processing any claims that may arise.

The autonomous Administration will contribute to the different federations, through the General Directorate of Sports, an economic amount to cover the cost that it assumes for the correct development of the Program.

Thus, in the case of the Madrid Badminton Federation, up to a maximum of 106,950 euros will be paid between the annuities of 2023 and 2024; to Fencing, 13,800; to Cycling, 18,975; to Hockey, 41,400, and to Skating, another 41,400.

Each federation undertakes, for its part, to carry out the federative management of the program and provide sports monitors to cover the needs inherent to the number and distribution of enrolled students.

DEVELOPMENT OF THE ACTIVITY

Regarding the development of the activity, the Federation must ensure that each school is integrated into the Center Sports Project within the program of one of the Secondary Education institutes included for the 2023-2024 school year.

Each of the schools must have a minimum participation of 12 students and a maximum of 23 simultaneously in order to include its cost in the justification of the expense presented by the Federation to the General Directorate of Sports.

Those that do not reach the minimum number of students may be maintained, but their cost will not be covered by this agreement until they meet this requirement. Students with some type of disability or special educational needs will count as two when arriving at these figures.

The activity of the Sports Schools must have a minimum weekly frequency of two and a half hour sessions, except when the sessions coincide with non-school days.

In the event that at some point during the school year, in-person classes are suspended due to exceptional circumstances, the Program’s informative sessions may be held online, provided that this is decided by the monitoring, surveillance and control committee of the execution of the program. agreement.

In addition to these obligations, each federation is obliged to carry out promotion and student recruitment campaigns in each of the institutes where the program will be developed; train sports instructors in strategies and methodologies that allow them to develop the program in accordance with their social, educational and sports purposes, and enforce within their group the basic rules that govern fair play and non-discrimination of any kind.

On the other hand, each federation will be responsible for ensuring that the monitors and the rest of the people who participate in the program or their eventual substitutes certify before the beginning of the activity, by providing a negative certification from the Central Registry of Sexual Offenders, that they have not been convicted by final judgment for a crime against sexual freedom and indemnity.
