What happened in the 55th minute? The home team went on the attack shortly after the equalizing goal at 1:1. Liberecký Žambůrek stopped Kratochvíl only at the cost of a foul at a distance of about thirty meters from the goal. Referee Ondřej Berka whistled for a foul and went to the spot of the offense, where he discussed the foul with captain Tomáš Hübschman. Jablonec did not hesitate and quickly played a direct free kick, catching the opponent by surprise. Chramosta delivered the ball into the goal, but just before that Berka interrupted the game and let the free kick be repeated.
The football rules state: “The referee usually gives a signal to take a free kick: usually with a whistle, but he can do so with a word or a hand gesture. The players can take the free kick even without a signal from the referee, but the referee must be in control of the execution of the free kick.”
What does it mean that the referee is in control of the execution? “The umpire must see the ball during the play, which must not be in motion and must be in the place from which it is to be played, so that there are no violations of the rules, for example double play, and at the same time he should be in control of the play in the places where he assumes that the ball will go,” explained former first league referee Karel Hrubeš, who whistled in the league for fifteen seasons.
At issue is whether the referee instructed the players to wait to take the kick. According to Jablonecky, not. “We played normally as we did during the game. We never wait for the referee, we quickly set up the ball and play. So we did it this time too. And he won’t concede a goal to us. Why, the reason? If he pointed to the whistle, yes, I understand, we should have waited. But the referee didn’t warn that he was going to whistle. I don’t know if it’s right, I don’t understand their rules, if he should show the whistle or not, if the player should wait or not. But why would he wait, after all, you never wait in the game,” Látal scoffed. The rules also state that free kicks must be taken without unnecessary delay. “I encourage the players to play fast, tempo football so that the opponent does not catch up,” Látal admitted.
However, according to Hrubeš, only the referee and the players involved can know how the situation unfolded at that incriminated moment. “If the players were right, it would be a referee’s mistake, but not a gross mistake, because the referee subsequently interrupted the game with a whistle, so the goal was not scored, it would have been irregular,” states Hrubeš.
However, if Berka had indicated to the players that they should wait for his instruction and Jovović still put the ball into play, Berka should have warned him according to the rules and therefore also sent him off, as Černohorec already had one yellow card. Which he didn’t do either. “What is strange about this situation is that the game is started, the referee claims to have informed the player and when the situation is subsequently returned, he does not punish the player who started the game prematurely, which would be correct according to the rules,” concludes Hrubeš.
